My question is simple. Can a character use a psionic tattoo if he doesn't have any levels in a psionic class?

Yes, any individual can make use of a psionic tattoo, providing they are aware of it's existence and the means to activate it (which is a command thought)

I have just recently started using psionics. All I can say is I am impressed with the mechanics and in love with the rp possibilities.
I like the idea of a character whose powers grow while dealing with 'real' life, instead of one who has to have 20lbs. of cheat notes (spellbooks.). LOL

Hey whats going to happen to psionics in 4e? Are they going to be nerfed or dropped completely?

12-13-07, 02:24 AM Nobody knows what is going to happen to psionics in 4e, except that they will not be dropped, but they will not be included in the new PHB.

There are other threads (http://forums.gleemax.com/showthread.php?t=955976) for discussing the fate of psionics in 4e. Even a whole set of new forums (http://forums.gleemax.com/forumdisplay.php?f=693) for it. The topic of psionics in 4e tends to become very heated, but it's all speculation.
