Elves are not particularly psionic. Any individual, no matter his or her race, can be psionic. Elves are no more or less likely to develop or be born with psionic talent.

Psionic powers are not passed down from master to student in the way wizardly spells or druidic traditions are. Every psionicist, no matter how much or little training he recieves, has an equal opportunity to learn any given power. Aroo the half-orc boy raised by wolves (wilder 3) is just as likely to learn forced sense link as is Aurzina'la the high elven heiress to the great Eir'ki'nulo college of psionics.

Although anyone can develop any power, the peripheral details may be drastically different. When Aroo creates an astral construct it appears as a crude and primal imitation one of his wolf brothers, or another ferocious beast of the forest. When Aurzina'la creates an astral construct she uses her decades of sculpting lessons to form them into beautiful artful representations of things angels and fairies.

You might want to look to the campaign setting forums for more information on specific elves or elven traditions involving psionics. Eberron and Forgettable Realms each have their own message boards. Beyond that, look on their respective websites. For example, the FR site has these Class Chronicles articles on on psionics (I haven't looked through them for incidences of elves): Psionics Across The Land (http://www.wizards.com/default.asp?x=dnd/frcc/20070703), and Psionic Classes (http://www.wizards.com/default.asp?x=dnd/frcc/20070711).

There are also the elfs from Darksun. But you wouldn't like these elves. They aren't glamorous glory hogs.

There's a House of Drow that is naturally Psionic. It could be extrapolated that there is some dormant psionic potential in the various elven subraces. Beyond that, I've got nothing.

I think that house was destroyed recently (Oblodra, right) although there are a few strays around. Anyway, as Inkblot said, elves are no more psionic than dwarves or humans are: a few elven psionicists exist, but they are rare. The class chronicle article has further mentions about elven psionicists in the Realms, and judging by it I could say that a large elven settlement might have a dozen or so, possibly somewhat more.

Personally, when I want to make elves psionic, I just play a xeph and change the fluff. Especially when I take Xeph Celerity. In fact, if I ever get around to a particularly high psionics campaign (or one using psionics to represent all magic), I'll insist on using the xeph to represent elves. Other than House Oblodra and Psionics Across the Land, I'm not aware of any sources focusing on psionic elves.

When you start digging into the source material (ie. Non-D&D Fantasy novels) you generally see Psionics treated as 'human magic'... where 'elven magic' is what we call arcane.

3rd edition is all about options so you're not going to see rules about restricting psionics away from elves.. but at the same time Humans, Dwarves, and Halflings are the traditional races that you see psionics in.. at least among the non-psionic races.

Dwarves have the duergar - a naturally psionic subrace.

Duergar in mythology, by the way, are the same thing as drow.

Heh. I'd like to see you tell them that.

I created Diamond Elves (http://forums.gleemax.com/showpost.php?p=11810715&postcount=7), but that was mainly just because someone in the same thread said that psionic elves should never exist.

I don't mean to sound harsh or anything. I'm mostly just curious...

Why?

My homebrew setting is heavily psionic, though the only elf races in it are high elves (standard PHB elves,) drow (driven to the brink of extinction in a cataclysmic event known as the Earthquake War and now trying to reinvent themselves as a race,) and a race of illithid-touched but still noble elves I created as a plot hook but may develop into a playable race soon.

In this setting, the surviving handfuls of drow were taken in by the githzerai after the war. The githzerai abandoned their monasteries on the surface and moved underground, knowing that the best way to start a monastic tradition among an indigenous race is to have them literally build their own from the ground up. This, among other things, has led to the majority of drow in the current timeline having at least a little bit of psionic power.

Surface elves are as likely to take up psionics as they are anything else. Being the longest-lived race in the setting (other than elans, who are exceedingly rare,) many of the most powerful mentalists in the world are elves, though gnomes and humans tend to be more innovative.

Trying to characterize an elven subculture (NOT A SUBRACE) devoted to psionics but my efforts rapidly degenerated into the classical "Psionic X" (if you get what i mean) so i was searching some inspirtation.
Other than that i m also contributing writing an article about elves and psionics in FR; if i can finish it will end up here:
