JulesCARV 04-19-07, 08:49 PM	Not through the regular level-up process, but once they get to level 7, they can use one of their powers, psychic reformation, to alter the their powers (and feats and skills) as if they had chosen different ones in previous levels, but this has an experience point cost.
Tempest Stormwind 04-19-07, 08:51 PM	No. Apart from PHB2 retraining and Psychic Reformation, a psion's powers are fixed for life. Do note that augmentation makes this less of a concern; Psionic Charm can be augmented to behave as Charm Person, Charm Monster, Mass Charm Person and Mass Charm Monster, for instance, at the cost of a single power known instead of four.
