If we have no access to regeneration and the spellcaster's hands have had the bones in them removed, can I use energy ray (cold) to numb all the feeling out of his hands, cut them off and use restore extremity to put new hands (with bones) in their place? Also how much damage would I have to do with cold damage to achieve this effect?

How did he lose just the bones out of his hands?

If I were DM, I'd let you just let you use Restore Extremity to replace the bones. Maybe it's not RAW, but neither is numbing someone by dealing damage to him.

He got captured and was tortured, need his ability to cast teleport so yeah. Although maybe restoring bones could work I guess.

I think freezing his hands wouldn't make the thing less painful than just using an axe. Maybe even more.

Teleport only has a Verbal component. He doesn't even need hands to cast it.

I am largely unfamiliar with magic and this is one situation where that would have helped me, a bit late, but it was still helpful to have his bones back in his hands. The regrow just the bones part was allowed BTW.

Restore Extremity should work by itself without needing to remove the useless boneless hands. Giving you back a limb is what the power does; it should restore only what it needs to restore. It is not like the power sees use in most games, so if the party needs to use it then a DM should not be looking for ways to nerf it or requiring that other steps be taken first. Seriously: 5th level discipline-specific. The one time you need it, it should just work, no questions asked.

One way to increase its usage (though you'd have to check it with your DM first) is to allow it to undo a Decerebrate effect. Then you can Decerebrate someone as a precaution and still readily revive them once they are properly bound/gagged/handed over to authorities.
