.. do you allow it in your campaign?

We're a bit divided on this one. Please help!

The intent of spectral hand is to deliver touch attacks. Now the PHB was created way before XPHB. My thinking is if your a multi classed character and you happen to be a wizard / psion then I say go for it. Using spectral with psionic powers is no way unbalancing as long as the character has a legit means at using spectral hand.

It just depends on how literally you want to read Spectral Hand. The text says "spell" and even specifies a level limit. It does not apply to any touch attack; you can't use it to trip someone, a monk-arcane fist can't use it to deliver Quivering Palm. So it all comes down to whether or not "spell" means any supernatural effect that normally calls for a melee touch attack.

If you are going to be hard-nosed and say psionic powers are not conveyed, then take the next logical step and rule that neither are divine spells. Spectral Hand is Wis/Sorc. If it can't deliver psionic touch effects then why should it serve as a conduit for divine energy? If deities wanted their spells conveyed in this manner then wouldn't they simply allow all their touch spells to work at range or provide a Divine Hand spell? Which brings us to the next point: If Spectral Hand is resticted to work only with magic, or only arcane magic, the someone would have long since researched a power to do what it does for psionics (probably a Nomad power that warps space to allow delivery of touch powers at a distance). So either it works cross-platform as written, or there are versions native to each casting system.

A mystic theurge is one way I can think of..

It's really just a question of how a spell can be applied with psionic powers and vice versa.

I would vote cross-platform as per your reasoning of divine-arcane transparency would get messy.

There are items that create a Spectral Hand effect, and if a given item doesn't require you to have Spectral Hand on your list, then anyone could activate it. The appropriate Use Device skill would also work. Once the effect is activated, it is just a matter of whether or not it works for your character as intended.

Spells that affect other spells affect powers, and vice versa. That's how transparency works. So spectral hand can deliver touch attacks for powers, just like spell turning can rebound powers back on their manifesters, and just like dispel magic can dispel powers.

You might be interested in knowing that there's a "psionic spectral hand" in Complete Psionic. It's called psychic scimitar.
