Is it possible to use a standard action to manifest a swift or immediate power? Eg Can you manifest both damp power (using a std action instead of immed) and mental barrier (using your usual immed action) in one round?

No, you can't do that. The game doesn't work that way.

The answer is yes, no and maybe.

Depends on how you look at it.

You most definitely can use a standard action to use a power that is either a swift or immediate action.

You may use a standard action to ready any standard, move or free action.

Whether or not such a standard action would make you unable to use another swift action during that turn will cause a big fight.

Unfortunately the text is internally inconsistant. I could argue either way for quite some time without ever reaching a solid conclusion.

I would err on the side of common sense.

A swift power is much smaller and quicker to manifest than other powers.

If I still have time to manifest a power that takes an entire standard action to manifest after manifesting a swift power I can surely manifest another swift power with the same standard action.

I treat it as fine to use a second Swift action in place of a Standard action. You can use a second Move action in place of a Standard action, so there is precedence for substituting smaller actions into larger actions.

Supposedly, there is some sort of precedence that this cannot be done (something about that arcane surge thingy in dragon magic or complete mage - one of them, I cannot remember off hand).

Thanks for your thoughts folks. Overall I am inclined to think you can use a std action for a swift/immed power. In any case, I don't think it would come up very often in a game. If anyone turns up a rule from one of the sourcebooks that contradicts this view, please advise. Cheers

I think it would even be OK to house rule that in general, you can take as long as you want to cast a spell or manifest a power. For instance, you could treat a standard action casting time spell as a 2 round casting time spell if you want to make a big affair about it, and the same thing for a swift action to standard action etc.

You can certainly swap down, but you still only get one swift action per turn (as per swift action definition, and an immediate action counts as your swift action), so you can't get two swift actions by doing so.
