Even though Save DCs take a hit, they are now accessible at much lower levels than that of an arcane caster. My personal take is that they were broken up for the express purpose of making them more accessible (and usable more often) at lower levels for a Psion. Unfortunately, keeping them all grouped together was too much for a power below level 5. It seems more of a flavour thing to me. A common staple of Psi-fi psionics is the ability to move things about with the power of the mind alone: Making a telekinesis effect lower level for psionic characters drives that point home. At the same time though, one must keep an eye to game balance. Should you choose to merge them for psionics, I would recommend bringing the power level up to 5th (like the arcane version). I would consider as low as 4th level, but only if it becomes a discipline-only power on the savant list. |
