Where do you find the "Inertial Armor" feat? I can not find it any where!

Inertial armor is a power (http://www.d20srd.org/srd/psionic/powers/inertialArmor.htm), not a feat, in 3.5

It was a feat in the old 3.0 Psionics Handbook, but that's mere history now.

If you are not seeing the feat then rejoice; you are not holding the 3.0 Psionics Handbook. We have put that dark chapter behind us.

Oh, if only it were a mere chapter! Turns out it was an entire book!

I dunno, I rather liked the feat myself. +4 armour bonus as long as you have 1+ PP? Very nice. Of course, these days I'd make it a "while you have psi-focus" sorta deal.

Eh... Not much point when you can get a +4 armor bonus for 1100gp (http://www.d20srd.org/srd/magicItems/magicArmor.htm#mithralShirt). Better to spend gold than feats, and all that...

Actually, it's more like Ghost Touch studded leather +1 (~16,000 gp) since it works against incorporeal touch attacks (doesn't it?). It also works even when you're Metamorphed into some other form.

If the Dodge feat is 'balanced' (here's a hint, it's not), then +4 against everyone for a feat is horribly overpowered.

armor bonus don't stack, dodge bonus do.
But I prefer to know inertial armor power than take the feat: I can have over 30 powers known as a psion and only 12 feats, and the power augments well... at later levels you can have an armor bonus of +13 all day long for 21 pp, like a +5 full plate armor... and you can wear a +1 heavy fortified leather armor to get rid of criticals and sneak attacks

It is a feat pre req for a PRC in the minds eye articals so I know that it is a feat just where is it becaues it is not in the feat index.

It's outdated. Sorry. The Inertial Armor feat doesn't exist in 3.5.

What's the publish date on the Mind's Eye article? A goodly number, if not all, of those are back during the 3.0 reign, iirc.

Better yet: +1 heavy fortification gnome twistcloth. It has no max Dex bonus. (It's Exotic, but the only benefit of proficiency is that you can add the armor bonus to your touch AC.)

Which PrC? It may have a 3.5 update.

I grant you that spending a feat for a +4 armor bonus doesn't look so good at level 20. :) And it's generally easier to have your party mage cast Mage Armor on you.

But if I had a kalashtar druid or a xeph monk and I knew that the campaign wasn't going to reach a high level, I'd consider a set of slotless bracers of armor +4 worth a feat. YMMV.

Only 3e PrC with it as a prereq that I can recall is Diamond Warrior (http://www.wizards.com/default.asp?x=dnd/psm/20020927b) (a boring Psionic X class -- literally a monk with a small psywar progression that gains nothing of note except some free items).

This is MUCH better served via Fist of Zuoken -- or better yet, Talashatora (Monastic Training - Psywar).

That is the PRC, and I do not know about you guys but I like it and would like to play it, so if it ok can some one tell me where to find it or what it does and any pre req's that it might have.

Well, we've told you were to find it, the 3.0 Psionics Handbook. You will need the handbook for the class because some of it's mechanics are no longer supported.

The feat is obsolete; Inertial Armor is a power in 3.5.

As I said, the closest you'd get in 3.5 is the Fist of Zuoken (http://www.d20srd.org/srd/psionic/prestigeClasses/psionicFist.htm), or the Talashatora feat (which would allow, for instance, your Psychic Warrior levels to advance your monk abilities while continuing to grant you psychic warrior bonus feats and manifesting capabilities).

You can find the feat in the 3.0 SRD (http://www.opengamingfoundation.org/srd.html). It's under the psionic feats section.

For the record, I kinda still like it too.

It makes use of mechanics that no longer exist in the current psionic rules. If you want to use the PrC, ask your DM to translate it to 3.5 and come up with an alternate prereq. If you are playing in a 3.0 game and using the 3.0 psionics rules, then there is no PrC that can make the pain go away.
