Apparently you didn't. They're right there in the Expanded Psionics Handbook.

Incidentally, the Expanded Psionics Handbook is the core book for psionics, while Complete Psionic is the expansion that requires the Expanded Psionics Handbook. It says so right on their covers (in case the names were misleading). You could also look at the publication dates to be sure.

It is a good book. Probably my second-favorite after the XPH.

What the XPH did for caster-types, the ToB does for martial-types. Both are intelligent, balanced systems that curb the power problems that riddle the base classes and are incredibly fun to play. I find the XPH to be more intuitive, but that's probably because most people ask ToB rules questions without bothering to actually read the book. (Well, that and the editing's better in the XPH.)

Incidentally, you can also still use the psion and psychic warrior (along with the soulknife and wilder, and assortment of PrCs) by checking out the SRD. Again, see the FAQ at the top of the forum.
