According to the Tauric guideline... Combine any Humanoid and any 4 legged small to medium animal or vermin and you have a +2 LA creature...

Perhaps a Githzeri Tauric Legendary Tiger was completely overlooked?

Throw on the Winged template and the Half-dragon... and you have a LA+7 character that has 27HD at d10's???????

Am I missing something completely???

Those hit dice count as levels. Though it may be LA+2, it is a level 29 character equivalent.

ECL = CL + LA + RHD

As already pointed out, racial HD count towards ECL the same as class HD does.
27HD + LA+7=ECL 34 (the same as a 34th level wizard, 34th level, druid, etc...)

Ok... factoring it all in... Would the character thus be at the XP of a 29th level character? Or only a 2nd? (assuming just the tauric portion...)

ECL wasn't used in anything other than as 'power rating' while..
LA was used to determine your 'XP' requirements for leveling, correct?

If the later correct... then for a simple LA+2... you have a VERY powerful character?

Or does the ECL due it's thing on the whole XP req's?

ECL is used to determine XP and starting wealth.

Everything is based on ECL,
a character with 27 racial hit dice, and a level adjustment of +2, and say 1 level of fighter, should will take the exact same amount of XP to level, and have the same recomended wealth as his level 30 wizard friend.
