This creature resembles a half-elf with hair of rushing water intertwined with seaweed. It has a bluish-green skin and appears to move with an unearthly fluidity.

As azers are native to the Elemental Plane of Fire, aguians are natives of the Elemental Plane of Water. They wear light and flowing cloaks or robes made of seaweed with adornments of coral and speak Aquan and Common.

COMBAT
Aguians use light melee weapons such as daggers, rapiers, or whips, often utilizing the Weapon Finesse feat. When unarmed, they attempt to hide and attack foes with their geyser ability.

Although generally friendly and easy-going, aguians are quick to take offense at the slightest perceived insult an outsider makes. If outnumbered or outclassed, they will flee before death, but won’t hesitate to take prisoners in hope of bargaining with foes.

Geyser (Ex): Once every 2 rounds as a standard action, an aguian may project a stream of water at a single target within 20 ft. This is a ranged touch attack that deals 1d6 points of bludgeoning damage. This attack extinguishes mundane fires.

Electric Vulnerability (Ex): Any effect, spell, or spell-like ability that deals electricity damage deals an extra 50% damage against an aguian.

Skills: An aguian gains a +8 bonus on all Swim checks and may also take a 10 on any Swim check, even if the situation would not normally allow him to do so.

The aguian presented here had the following ability scores before racial adjustment: Str 11, Dex 11, Con 9, Int 10, Wis 12, Cha 13

An LA of +2 or +3 would be more appropriate, I think. Their abilities aren't so good as to merit that massive an LA.
