Is it outside the intention of the rules to assume that being a "Dragonborn of Bahamut" would be considered equivalent to having taken the feat "Draconic Heritage"?

No, not for purposes of taking feats that require it as a pre-requisite. Thats like saying someone with a high dex should be considered to have Dodge cause hes real quick. A Dragonborn has the dragonblood subtype which can qualify the character for all sorts of things but not those feats in any way shape or form.

I guess I just find it strange that a "dragon" would not qualify for feats requiring "draconic heritage" ... whether being a true dragon, a dragonwrought kobold, or a "reborn" creature in the form of a dragonborn.

No, but as they have the dragonblood subtype they qualify for the alternate dragonblooded sorcerer level that give you such as a bonus feat.

Remember they are humanoids, not dragons.

Actually, they are both ...
They just don't have the dragon type.

Actually you are affected by Dragon Bane weapons. Any effect that affects dragon also works on those with the dragonblood subtype.

And dragonborn (as well as kobolds and a few others) specifically state that they are considered dragons for all effects related to race.

Can't you just take Draconic Heritage as a feat? Then you would qualify for those feats requiring it as a prerequisite.

It is a little silly to take that feat, sense that would be the only feat you can get as a dragon born at 1st level.

How is that different to any other non-human taking the feat?

I'm AFB but check dragontouched from Dragon magic
it gives dragon blood subtype and it talks about draconic heritage (don't remember the details tho)

DragonTouched is similar to Draconic Heratige, but differs in a few ways.

1. To Take Draconic heratige you have to be a Sorcerer (IIRC) whereas anyone can take Dragontouched.

2. Both give you the Dragonblood Subtype, but each feat gives you a few other things differantly. For example, Draconic Heratage specifies the type of Dragon you decent from and gives you abilities based on that, Dragontouched does not.

3. DragonTouched also allows you to take Draconic feats as if you were a sorcerer of your character level.

Basicly, if you are playing a Sorcerer, Draconic Heratige is mostly better. If, however, you are NOT a sorcerer, but you want acsess to Sorcerer Draconic Feats, thats where Dragontouched comes in.

I am soo working on taking a completly decked out draconic clawed character myself. 1. Human, with Draconic Heritage feats, with 2 flaws. After getting done with my farel template progression I will take 1 level of battle scorer at a feat level of 15 and get another feat if I think I want any, and some where along the way, level 3, 6, 9, or 12 get become a dragon born, and get some other feat.

The problem with this argument is people don't appear to be reading the rules or the feat or the book. lol . That feat serves one purpose, it is a gateway feat for a set of sorcerer bonus feats that give you special power. What the OP is trying to do is use a race or template that already gives power to flat out cheat and skip an intro feat in the feat chain. Its ridiculous and deserves no more thought.
