So, i'm sittin here lookin through races of the wild and i've located this lovely race im interested in playing. Too my great dismay, I cannot for the life of me find any of the actual info i need to do so! I can't find the racial modifiers (oh sure, I can find info about how they fly, glide, and can use a footbow as a martial weapon) but I can't find +- to str, dex, cha or whatever, and I can't locate what ECL they are. Maybe i'm just not lookin in the right place- can anyone tell me where in gods name this information is actually located?

Raptoran racial traits are on page 68 of RotW.

They do NOT have a level adjustment. They also do NOT have any stat adjustments. They are basically humans that fly...with no bonus feat. In other words, they rock.

Everything below "Raptoran Racial Traits", down through favored class, is their official set of racial abilities. As already noted, they have no ability score adjustments and no level adjustment. My own evaluation puts them at the upper edge of LA+0 overpowered.

If the characters start at level 1 and progress thought it then its not so bad, its when a character starts the game at level 12 or higher and never had to experience the lack of flying ability that I have a problem with.

If you start at level 12 then you should have a few ways to get flight. The fly spell, broom of flying, and a winged mount all could work.

Not to mention prestige classes and modular abilities (Feats, domain powers, etc), which would give you the ability to fly as an innate, permanent thing, just like this race does.

Really, it's just a matter of where you're getting your stuff from. Raptorans are just one way to fly. Kobolds can do it, too, with the aid of a pair of feats. Kobolds, though, get other racial abilities.

I really don't see why. I mean, sure, they're powerful. But how many players are going to pick the Raptorans over other options?

Where are the costs about making and buying an armorset to a guy with wings?

I'd personally price it out under the "armor for unusual creatures" heading.
from the SRD that means cost x1, weight x1 since they're humanoid.
In other words it has to be custom made/fitted, but it's close enough to normal armor to carry no cost or weight penalties.

For light and medium armors, mundane armor can be adjusted, and magic armor should reshape to fit. Generally with these armors, fitting a pair of wings just involves removing a small panel or section, which doesn't compromise the armor's integrity. For heavy armors (particularly plate), the armor would need to be custom fitted, partly because such armors actually lose effectiveness from any sort of gap, and partly because the wings would need to be armored along with the rest of the body.

They can only fly while carrying a light load. Wearing full or half plate and nothing else (not even clothes), they'd need STR 13 just to get off the ground. Add in clothes or a weapon, and that goes up to STR 14. With normal gear they'd need STR 15, if not higher. If the armor was made right, it wouldn't interfere with maneuverability, because the armor would need to replicate the normal shape and movement of their wings.

Wearing clothes wouldn't be a problem. The set you're wearing isn't counted for encumbrance purposes. (And for good reason, because otherwise you'd have an encumbrance advantage by going nude, with all of the stupid humor that would result.)

Actually, it counts as 5 lbs. Unfortunately, I forget where I found this in the PHB.

I see Raptorans as a benchmark for all new and old low-level winged PC races.
The beginning Raptoran "gliding" could easily equal a single feat or class ability.
Imagine, the half-fey redone with progressed flight like a Raptoran.. or the "winged" template made lower LA+..

Imagine, the half-fey redone with progressed flight like a Raptoran. Progressed flight couldn't work the same way for pixie wings, because pixie wings aren't built for gliding, and are built for maneuverability. The general concept still applies though. See the daysprites linked in my signature.
