I have a new player who wants to be a half-orc or half elf but we both feel they don't quite cut it. Here are two variations I've made. On Rating of 1-10 I'd like you give it a rating on flavor and balance. I did not want to change the races too drastically just give them a more specific niche. Even though I extended their multi-classing abilities I think they'll only multi-class to greater fullfill that niche.

Medium: As Medium creatures, half-elves have no special bonuses or penalties due to their size.

Half-elf base land speed is 40 feet.( if in medium or heavy armor 30 Feet)

Immunity to sleep spells and similar magical effects, and a +2 fortitude to all saves involving movement, such as a forced march.

Low-Light Vision: A half-elf can see twice as far as a human in starlight, moonlight, torchlight, and similar conditions of poor illumination. She retains the ability to distinguish color and detail under these conditions.

+1 racial bonus on Listen, Search, and Spot checks.
+2 on Diplomacy Checks

Elven Blood: For all effects related to race, a half-elf is considered an elf.

Automatic Languages: Common and Elven. Bonus Languages: Any (other than secret languages, such as Druidic).

Favored Class: Any. When determining whether a multiclass half-elf takes an experience point penalty, her highest-level class does not count.

Reasoning.
Humans are generally stronger and more muscular than elves. Elves fluidity of motion, are what allow them to match the humans strength. While some humans have learned this to a certain degree half-elves typically go the extra distance, literally.

Half-Orc
+2 Strength, –2 Intelligence, –2 Charisma.
A half-orc’s starting Intelligence score is always at least 3. If this adjustment would lower the character’s score to 1 or 2, his score is nevertheless 3.

Medium: As Medium creatures, half-orcs have no special bonuses or penalties due to their size.

Half-orc base land speed is 30 feet.

Darkvision: Half-orcs (and orcs) can see in the dark up to 60 feet. Darkvision is black and white only, but it is otherwise like normal sight, and half-orcs can function just fine with no light at all.

+2 Handle Animal
+2 Racial Bonus to Intimidate Checks
+2 Racial Bonus against Fear effects
-2 On Diplomacy Checks

Orc Blood: For all effects related to race, a half-orc is considered an orc.

Automatic Languages: Common and Orc. Bonus Languages: Draconic, Giant, Gnoll, Goblin, and Abyssal.

Favored Class: Barbarian, Fighter, Ranger. A multiclass half-orc’s Highest class does not count when determining whether he takes an experience point penalty if using a favored class.

Most of the communities the player will run into will dislike half breeds for the orc, and the half elf will be off put by a large part of my elven communities.

...Did you even consider just adding human bonuses onto the two races?

Like half-elves, just remove the diplomacy/gather info and immunity to sleep (rather just a +2 racial bonus on saves against sleep spells) after all half-elves DO sleep. (PS: the 40 feet landspeed is nightmarish)

...and giving them a bonus feat via humans?

Whilst half-orcs... I don't like INT penalty half-orcs myself, but if you want to keep them outta the wizarding class.

I suggest giving half-orcs the bonus skills of a human and then a 'lil something for flavor like saves against fear, and no charisma skill penalties as long as a half-orc has a penalty to CHA.

I make half-orcs and half-elves like such in my games

Half-orcs
+2 STR, -2 CHA
Med size
30 feet speed
Darkvision out to 30 feet
+2 racial bonus on intimidate and saves against fear
Ability to select one +2/+2 skill bonus feat
auto lang: common orc bonus lang: Any
favored class: highest level barbarian, fighter, or ranger.

Half-elves
med size
30 feet speed
+2 racial bonus on saves against sleep and enchantment spells
Low-light vision
+1 on listen, search, and spot checks
one extra feat at first level
auto langs: Common, elven Bonus languages: Any
Favored class: Any

There ya go.
