I am planning on playing a soulknife in an upcoming campaign and am having trouble choosing a race. I am currently considering Drow. Any advice would be great.

What setting can you use. If any will do then I would go with Kalashtar ( don't have my books with me so sorry for miss spelling the race) these guys make great soul knives also they have cool racial sub lvls for this class!

Rorgotten Realms, but my DM would probably let me use something else. What book are the Kalastar in and do they have LA?

They are from eberron and no LA for the sub lvl's look in the races of eberron book.

I would avoid any race with racial hit dice or a level adjustment (if you're using the FR 0 LA drow option, that's fine), because Soulknives hurt from any lost levels. They're already not a powerhouse.

Also, psionic races are not actually better at soulknives. You get Wild Talent for free to be able to manifest your blade and take psionic feats, but you'll never use your power points for anything else so racial power points are redundant. That being said, elans can use those untapped power points (they'd have 4 with the free talent plus their racial psionic talent, but you should only ever use 3 a day since you require at least one to manifest a mindblade) to prevent damage, up their saves, or go without food or water for a day (not used often, but it's something).

Kalashtar are amazing for soulknives though. The designers of Eberron wanted the soulknife to be the primary combat class of the kalashtar, but the class was lacking in available feats or equipment to improve its abilities. So in Races of Eberron there are really, really nice soulknife feats and equipment. It's a must-have book even if you don't play a kalashtar. And if you don't play a kalashtar, run the "kalashtar only" soulknife psionic feats by your DM anyways; they're really not unbalancing if other races are allowed to take them, that prerequisite is mostly representative of the Eberron storyline and campaign setting. It's fluff sadly listed as crunch.

And the standard Xeph soulknife isn't bad either. The class' skill list, BAB, and armor proficiencies fit perfectly with the mobile secondary fighter niche, much like a monk or melee rogue. The xeph's speed burst and Dex bonus are nice for these tactics.

Does it take power points to manifest the mind blade?
I have only looked at the SRD since my book is still in the hands of the shipping people;)

No, it doesn't cost power points to manifest a mindblade, but you need at least 1 power point in your pool to manifest it. Similar to gaining a psionic focus. If you have no power points left, you can neither gain a psionic focus or manifest a mindblade.
