Humans are pretty much the best at everything, including wizardry. Grey Elves and Deep Imaskari are decent runners-up.

I think the three best wizard races are dwarf, gnome and elf Here's why

Dwarf: Constitution helps keep your wizard alive. The bonuses against magic and poison help you survive deadly effects even if you have a low fortitude save. Having a dodge bonus againts some of DnD's biggest brusers also helps at mid to high level. Also, the skill bonuses help for magic item creation and feats around crafting. Enhanced carrying capacity and never havin yours speed reduced also keeps you steady Finally, dwarves have access to great wizard prestige classes like runesmith wich allows you to wear battle plate and tower shield without arcane spellfailure. Both as heavy casters and warrior/mage builds, dwarves are king.
Yep, fighter1/wizard4/runesmith5/mage of the Arcane order7/Archmage 3 makes Mordenkainen proud. Or how about fighter1/wizard4/runesmith1/Abjurant Champion5/Eldritch knight9. Full armored casting, BaB +16, caster level 18th your a mobile weapon of mass destruction. Plus dwarf wizards are just cool to play...

Gnome: gnomes are fun to play when they are'tn played like idiotic kender. Every benefit of this race helps a wizard. Constitution bonuses means extra hit point. small sized for extra AC. Spell-like abilities are nice, skill bonuses are all for skills wizards need. Combat bonuses keep you alive what's not to love. gnome illusionist3/master specialist10/Shadowcraft mage7. Who says illusionists aren't scary...

Elf: 4 words; elf wizard racial substitution. Seriously this is THE best wizard racial subsitution on the market,in gives you an extra spell per day AND an extra learned spell of every level from 1 to 9:eek: :P Also, the dex bonus helps for Ac and the martial weapon proficiencies help for gish builds. Imunity to sleep and enchantments at low levels also helps keep you alive. Id go elf wizard 20 anyday without regretting it...

Only one... Hmm. Maybe grey elf. IMO almost anything without a int penalty or harsh LA is feasible, though.

- human: bonus hp, bonus feat. Good for multiclassing
- elf - favored class, great racial substitution if you're a generalist, some good PrCs (martial proficiencies if you want to go for AbjChamp), bonus to some saves. The con penalty is a problem, but a sun or grey elf wizard is quite dangerous. Decent paragon levels, too (-1 spellcasting level for +2 to intelligence)
- gnome - okay, aside from having good ability adjustments, a bonus on illusion DC (one of the most versatile school), some great illusion-themed PrCs, they're nice. The small size doesn't hurt a wizard much, and it's not like wizos don't have a way to get around the slower land speed.
- dwarf: bonus to constitution, bonus to Fort-related problems (poison), bonus to saves vs spells, stability... IMO a great wizard race.
- halfling: bonus to saves, bonus to attacks with rays/ranged spells
- half-elf - er, okay, minor bonuses. Can qualify for some elven features without having to lose out on constitution.

I think goblins make good wizards for pretty much all the same reasons halflings make good wizards, plus they have a faster movement and darkvision by comparison.

If you can be a goblin, you can be a Deep Halfing though.

this is a newb question but what are racial substitutions?

Racial substitutions are special features of some races, in which instead of what you'd normally get at lvl x of some class you get something else. There are usually several per class per race, and you can take as many of them as you want - or none at all, or some and not others. For example, the 1st level wizard substitution level for elves denies you the option to be a specialist wizard, but gives you 1 extra spell slot at your highest level and you get 3 (not 2) free spells every time you get a spellcaster level. Dwarven fighters get a substitution level at level 1 that gives them a d12 HD, and instead of a free feat gives them a fixed Weapon focus with all axes.

Some are great, some are poor, some are just exotic. They tend to be quite interesting, overall. Most are in the "Races of X" books.

Deep halfling? What are those, and in which book are they found?

Hypertext SRD (www.d20srd.org)

Specifically here: Deep Halfling (http://www.d20srd.org/srd/monsters/halfling.htm#deepHalfling)

The official SRD

The monster manual, under the Halfling entry.

Deep Halfling

These halflings are shorter and stockier than the more common lightfeet.

Deep halflings are about 2½ tall and weigh between 30 and 35 pounds. Deep halflings speak Dwarven fluently.
Deep Halfling Traits (Ex)

These traits are in addition to the lightfoot halfling traits, except where noted.

* Darkvision out to 60 feet.
* Stonecunning: Like dwarves, deep halflings have a +2 racial bonus on checks to notice unusual stonework. Something that isn’t stone but that is disguised as stone also counts as unusual stonework. A deep halfling who merely comes within 10 feet of unusual stonework can make a check as though actively searching and can use the Search skill to find stonework traps as a rogue can. A deep halfling can also intuit depth, sensing the approximate distance underground as naturally as a human can sense which way is up.
* +2 racial bonus on Appraise checks and Craft checks that are related to stone or metal.
* Deep halflings are less athletic than lightfoot halflings and do not have a racial bonus on Climb, Jump, and Move Silently checks.

Deep halfings are pretty much halflings with darkvision and stonecunning. Same movement, but you can always ride a celestial riding dog (which will have darkvision as well and more movement).

So, you don`t have to look like an ugly goblin. Some people on the other hand want to be a goblin.

Also, look up Deep Dwarves under the Dwarf entry. They`re like Dwarves, only better saves, 30 more feet of darkvisiosn and all for only a -1 to attack, spot & search checks in day light. Great for only being underground though and that +3 to all saves (except mundane traps and supernatural abilities) is handy.

Forest Gnomes are an other pretty beefy +0 LA race.

And people seriously think that Tiefling and Aasimar are worth +1 LA and Drow +2 LA. We know it`s really b/c DMs don`t want to have Drizz`t clones in their games, Tieflings b/c they`re awesome as characters, suck mechanically though.

Strongheart Halflings also rock. They trade +1 to all saves for a bonus feat, while still being small and getting the delicious AC bonuses.

Which is the elf and dwarf one in?

Elves have a wiz substitution in Races of the Wild. Dwarves have sub levels in Races of Stone, but don't have them for wizards - only for fighters, clerics and - strangely enough - sorcerers. Elves, apart from wizards, have them for rangers and paladins iirc.
