Is their a paragon class for the Catfolk?

Not officially. Races of the Wild came out well after Unearthed Arcana.

Looking at the various Paragon classes and at the Catfolk racial traits, I'd go with the following.

HD: d8 (like a Catfolk's favored class, the Ranger)
Skill Points: 4+Int. (Catfolk seem like serious skill users, and nobody seems to get more than 4).
Class Skills: (like a Catfolk's favored class, the Ranger, but slightly more restricted)
BAB: 3/4 (only combat heavy hitters like Dwarves, Half-Orcs, and Dragons get a Fighter BAB)
Saves: Good Fort and Reflex (like a Catfolk's favored class, the Ranger)
Weapons/Armor: All simple weapons and light armor (seems to be standard for most)
Special Abilities: 1st level - improved low-light vision, 2nd level - increase racial bonuses to Listen and Move Silently to +4,
3rd Level - Ability Boost, Wisdom +2 (useful to a Ranger, increases Will saves, and improves survival skills [Heal, Listen, Spot, Survival])

I put the ability boost into Wisdom because an extra +2 into Dexterity would be way too much for game balance (+6 total), while a boost to Charisma would either be mostly pointless or potentially unbalancing for a Charisma based caster (+4 total).

I think that the character needs another very minor perk at 1st or 2nd level (but not both), but can't decide on what it should be. Maybe grant the Run feat for free and rationalize it as tapping into predatory instinct?
