Cherrapunji (same singular and plural) also call Rain People

Physical description: The Cherrapunji are golden, copper, or bronze in complexion. Their eyes come in all shades of blue, gray, or aqua green. They have no hair on their bodies. All other features are as a human.

Background: Most of the Cherrapunji believe they were born of the first rains of the world. They have no written language and thus have only a verbal (as heard) history. They blend in well humans as they look so similar to them. They travel often staying close to rivers, lakes, or coast lines. They stay in small tribes of 20-30 people or travel alone. If they build anything it is normally made of sod and not stone. Some of them worship water gods.

Racial Qualities:

Humanoid (water subtype)
+2 con, +2 wis, -2 Int
Cherrapunji bodies are hardier than humans and they have long lives and understand the world and its various cycles. Their lack of written language makes them less able to learn.

200 yr lifespan
There are 700 Cherrapunji in the world at any given time, 350 male 350 female. Another one isn't born until one dies. Any female who has mated may give birth within 1 min after the death of a Cherrapunji. Upon death a Cherrapunji's body turns into water and he can not be ressurected as a Cherrapunji without doing a special ritual where you kill another Cherrapunji and immediately cast resurrection on some of the remains of Cherrapunji you are trying to resurrect. The remains would be some of the water left after his death. If you lose all of the water you lose the ability to resurrect a Cherrapunji. You may however always Reincarnate a Cherrapunji as there body becomes part of the water cycle.

Base land speed 30ft
Base swim speed 25ft

Cherrapunji are weak to cold. Anytime they take cold damage they have to
make a Fort save DC 10 + 1/2 cold damage or they suffer the effects of slow
for 1d4 rounds

Cherrapunji breathe either air or water.
They must sleep at least 4 hours each day.

Cherrapunji are immune to all poisons that cause Con damage.

Cherrapunji must drink twice as much water per day as a human. Cherrapunji may
drink muddy or salt water.

Special abilities:

Cherrapunji may change into one of his alternate forms for 1 min +1 min per character lvl. Each transformation uses at least one min.
Mist form (sp): As gaseous form spell except duration as above. He may return to his humaniod form at anytime.
Water form (sp): The Cherrapunji becomes water. He cannot control his form much and becomes a puddle on land. His land speed becomes 1 ft. It takes 5 rounds to complete a move action. His swim speed becomes 100 ft. He gets DR 10/magic. He can not attack, use extraordinary abilities, cast spells or spell like abilities in this form. He may return to his humanoid form at any time.

A Cherrapunji may cast Obscuring Mist (sp) 1/day at the 1st lvl and an additional time per day every 4 lvls. The caster level for this ability is the same as your character level.

A Cherrapunji may cast Weather Control (su) to cause or stop rain 1/year at the 1st lvl, an additional time per year at the 5th lvl and ever 5 after that. Once he cast it the Cherrapunji becomes fatigued for 2d12 mins.

Any water spells cast by a Cherrapunji counts as 1 lvl higher.

Language:Cherrapunjian, Common (they can only speak it)
They may read and write any bonus languages. They may take common to gain literacy.
Bonus Languages:Any except secret

Favored Classes: Druid, Shaman, Barbarian

I was shooting for a +0 LA but now that I'm looking at it I'm gonna have to give it a +1.

What sort of action does it take to change forms? Free, swift, move equivalent, full round?

That water form land speed is worded a bit wonky. You say it takes 5 rounds to complete a move action, but a move action is the time it takes to (typically) move your base speed (so it's always 1 round). Instead, you should say that the move speed is 1 foot, therefore it takes 5 rounds to move 5 feet. You may wish to add the following, as well: all effects that increase land speed have no affect on a cherrapunji in water form. That way, the form truly is limited on the land (this is mostly for flavor, however, if the action to change forms is, say, free)
