If a couatl changes into human shape, and aquires a shortbow with arrows, can he put an arrow against his a tooth and "bite"/ "Squirt" poison on it so it would have the effect as if it ith arrow was covered in distiled couatl venom?

Technically, Couatl venom is a ravage. =)

In order to deliver it in a non-bitey way, you have to purify it. If you have the venom on hand, it would cost somewhere within the region of 1500gp & 120xp in materials and personal expenditure.

So he can't just squirt on the arrow, but can squirt in a bottle, and then purify it to use it on arrows?

just use the poison crafting skill, though most of the raw material would be free :D

By the Monster Manual, no. Its not a Ravage. Ravages are stupid anyway.

In regards to the drawing out of the Couatl venom, sure thing. I'd allow it hands down.
