Can someone guide me through this process because I'm bored out of my mind and I want to create a race for my DnD group to use.

Just create the race then think what level would this be reasonable to start playing, when you've found that just give a LA equal to that level -1, (eg. Create a Race that is too powerful(as a first level character) compared to the rest of the party until third level, therefore you make it a LA 2, so it's on par with the party)

Okay, well can I get some basics? Like how much LA would be given for certain ability adjustments and special ablities, etc.?

Come up with (and post) the stat block for the race first, and then figure out the LA. Trying to come up with the LA first is the wrong way around.

Well, here is what I have so far. Its a saiyan racial template cuz my buddies are huge DBZ fans and I thought I would create an adaptation for them.

+1 str
+4 Con
-1 Wis
-2 Cha

Saiyans are strong, but what makes them unique to most other races, is their incredible endurance and toughness. Also their size ranges from a multitude of sorts, it is not uncommon to find a giant among their race. But even the smaller and compact ones are very tough and powerful. Though they are very strong and robust, they tend to be very dirty and unkempt outside of civilized areas and are usually very hot headed in some situations.

All saiyans are able to lift objects as if they were 1 size catagory larger.

Saiyans are natural born fighters, because of this, they can get one of three things; Go through 3 levels of the racial class where you gain the improved unarmed attack feat, and a damage progression similar to a monk(progression included below); Gain an inherant weapon feat like exotic weapon proficiency or something in that area; Or take a +1 to your base attack bonus.

Saiyans are also born with a brown 'monkey-like' tail. This is the source of a saiyan's power, and also their biggest weakness. If a saiyan's tail is grabbed, they are put into an incapacitated state of pain. Their ability scores immediately drop to 3 and are incapable of movement. They can still speak, however. When their tail is let go, they must make a Fort save (DC20), or be shaken for 3 rounds before their scores return to normal.

Saiyans have been known to overcome this weakness with a lot of training. To rid themselves of this weakness they must attain at least a base Fort, or Will save of 10 before they are immune to the effects of this weakness.

When a Saiyan's tail is removed, their ability to lift objects 1 size catagory is nulled until it grows back. A tail generally takes 3 months to a year to grow back.

Once the tail has come back the saiyan is immediately invigorated and gains a temporary +2 strength for a number of rounds equal to the months the tail has been gone. (usually determined by GM).

give it powerful built and call it a +1 LA

also, considering the fact that DBZ characters are the type of people that can smash through mountains of rock at early levels and destroy whole planets at high level, I'm a bit confused how your race would be anything like a sayian...

Racial bonuses and penalties should be in multiples of 2.

I haven't seen odd scores like this for a while, I would've expected +2 Str, +4 Con, -2 Wis, -2 Cha.

Seems to fit the overall mentality of the Saiyajin(Saiyans). Limit the differing sizes to Small or Medium sized creatures, anything larger deserves a level adjustment.
All saiyans are able to lift objects as if they were 1 size catagory larger.
Replace this with powerful build. Allows the saiyan to weild weapons one size category larger, and Grapple, Bull rush and similar attack actions gain the bonuses of the larger size.

This is a big weakness, remember adults eventually lose their tails for good naturally.

Maybe add an ability that allows for intensive training. Something like that can be added through paragon levels, or through a special quality that increases the attack power a certain number of times or rounds a day.

The saiyan I want to use is essentially Goku in Dragonball. Not the ones from DBZ. Mostly because they are very overpowered. So we're talking like lower D-Class. and this is also an unfinished product

Also I do plan to put a lot of your suggestions up and try to post a finished product sometime within the next couple of days for more critique.

From my limited knowledge of Dragonball, I would guess that Goku was so powerful because he was a high level (As a PC, he levelled much faster than the NPC's around him.)
You could simply use human stats (assuming that at the age at which they start adventuring, they have already lost their tails.)

The trick would be to work out what classes to take. At a guess, some mix of monk/psionic warrior.

Hmm...Thats not really what I was looking for. But thanks for your insight Captain. We don't really play with psionics, so it really doesn't help me much at all. But if anyone can help me come up with some paragon levels to start out with it would really help me out.

Most saiyans' heights range from the lower 4 ft, up to 8ft tall. Size catagory is limited to Small or Medium. Though they are very strong and robust, they tend to be very dirty and unkempt outside of civilized areas and are usually very hot headed in some situations.

All saiyans have a powerful build;

Saiyans are also born with a brown 'monkey-like' tail. This is the source of a saiyan's power, and also their biggest weakness. If a saiyan's tail is grabbed, they are put into an incapacitated state of pain. Their ability scores immediately drop to 3 and are incapable of movement. They can still speak, however. When their tail is let go, they must make a Fort
save (DC20), or be shaken for 3 rounds before their scores return to normal.

This tail also allows a saiyan to transform into a massive weremonkey. This form is very intimidating, and it gives the saiyan a massive boost in strength and power. it increases their power tenfold in fact. but due to the fact that the moon in my game doesn't give off the correct frequency of moon light that a saiyan requires to make this transformation, I will exclude that particular section.

Saiyans have been known to overcome this weakness with a lot of training, or just losing the tail all together.

When a saiyan's tail is removed, their strength is temporarily lowered by 2 points until the tail grows back. A tail usually takes 3 months to a year to return. (usually determined by the GM). When the tail returns the saiyan is instantly invigorated and gains their strength back as well as an additional 2 points for a number of minutes equal to the amount of months the tail has been gone.

After a saiyan reaches the age of 22 a saiyan's tail will not grow back when removed. However by this time a saiyan's weakness to having their tail grabbed is no longer present. If a saiyan fails to overcome this weakness before their tail is removed, they get a permanent -2 to their strength.
