Well, the best place to check would be the plethora of elven subraces out there; if there are any which are technomagically inclined, those would be a good fit.

Despite being called dwarves by others, they were an elven race (thus the -mer ending) and actually rather tall, so D&D dwarves aren't even in the same ballpark as far as how they'd be statted out.

The "Races Compendium" thread up the top of the page might have something. Otherwise, it shouldn't be too hard to hunt down an "elf" compendium somewhere (or post a thread asking for one).

I don't know how well any D&D race can model the dwemer though. Apart from the fact that TES races tend to be very powerful compared to the typical D&D ones (well into LA territory), most of what's known about the dwemer is second-hand and often shaded by the teller.

I would just say that its a normal elf, but has like a +4 to int, and has a natural +15 to craft(w/e..usually weapons, armor, buildings, constructs). And because most dweemer cities were near volcanoes, give them immunity to fire or something. also, a +1 lv adjustment. Also, when crafting, anything you make is like 1 more than 1/2 your character level.

Despite being elves, they're VERY similar to dwarves in nearly every other way. (The way I see it, height is just a flavour thing) I mean, they both live underground, and they're both good with metal and stone.
(Hell, the Elder Scrolls started out as a homebrew D&D campaign before they made it a video game series!)

I mean, you can't really tell me that Orsimer (Orcs) are much like elves, either. :P

Of course, they're also dead. I won't tell you how to run your campaign, but being extinct, it's not like your players will get much of a chance to play them. I say just use standard Dwarves, and make 'em ghosts. Problem solved.

It started as a D&D campaign, but by the time Morrowind came around, most of the races looked very little like D&D. TES's "dark elves" are wholly unlike D&D drow. Likewise, their "dwarves" don't much resemble D&D dwarves (especially the heavily Tolkien-styled ones in the PHB).

There'd be no real reason for them to have Stability, or a +1 racial bonus to attacks against orcs and especially against goblinoids, or even really the bonus to AC against Giants. A bonus to metal-related stuff is fine, but not particularly to stone-related stuff. There's very little basis for them to have a spell-related saving throw, although a saving throw against any divine effect (spell or otherwise) might suit their background. Nor is there really any particular basis for them having a Charisma penalty or Constitution bonus, since we know virtually nothing about their traits in that regard.

On the other hand, they should certainly be gifted arcanists and artificers (including magical artificers); in fact they should probably be Favored Class: Artificer rather than Favored Class: Fighter, and their racial abilities should really be themed around Artificer support rather than "I like to swill beer and chop things with my axe".

What crafts are related to steam?

How about this? Note that you're routinely making a spelling mistake: They're "Dwemer", not "Dwemmer".

Dwemer

Medium Humanoid (Elf)
Dwemer have a base land speed of 30'.
Dwemer have Low Light Vision.
Dwemer gain a +2 bonus to saving throws against divine spells and the spell-like and supernatural abilities of Outsiders.
Dwemer gain a +2 bonus to Appraise, Craft, and Knowledge (Arcana) checks involving metal or creatures with the Construct type.
Dwemer gain a +2 bonus to Use Magic Device checks.
Dwemer gain a +1 bonus to attack rolls against creatures with the Construct type.
Dwemer can use Detect Magic as a spell-like ability at will. The dwemer's caster level is equal to his character level.
Dwemer are proficient with the Short Sword and the Warhammer.
Favored Class: Artificer
Level Adjustment: +0

The proficiency is mostly in homage to Morrowind's plot, but that overall package of abilities suits the way that they were portrayed in the lore. (I haven't given them any stat adjustments because there's no way to gauge what those should be and no particular D&D stat penalty really makes sense for them.)

The +1 bonus against constructs is mainly a representation of the fact that the dwemer are very familiar with them. Even if they're usually tools rather than opponents, the dwemer are probably very aware of how to take them apart as well as how to put them together.
