when creating a character with both racial hit dice and level adjustment do you have to take levels for the hit dice and the level adjustment?

ie

Stonechild from Races of Stone p.94

they have a level adjustment of +4 and 2 outsider racial hit dice.

would i have to invest 4 levels (6000xp) or 6 levels (15,000xp) into being a stonechild?

im sure its a newb question i just havent ever created a character like this before.

6 levels.
The level of a character is the sum of his/her class levels, racial hit dice and level adjustment.
But you will be considered as a 7th level character, if you take your first class level.

How would that affect/how do you determine BAB & saves as the char would be effectively class = level 1 but playing as level 7? (e.g. which tables would you follow/refer to)

well the race comes with a +2 bab bonus and +3 fot/ref/will so i would assume you would be a level 1 fighter with an bab of +3 and saves of 5/3/3

the campaign im in starts at level 9 so i hope i have enough HD from thoes 4 levels to make it worthwhile

In races of stone, the stonechild has racial class levels, which makes it possible to start playing the race from the first level.
