THEMATICALLY:
In my setting, the world was once a bastion of high technology, but an event called The Cataclysm some 1000 years ago saw all of civilization collapse to the pre-Industrial level. Among the consequences of the Cataclysm was the complete obliteration of the Elven race. Those that were not outright killed by the Cataclysm were rendered sterile, as if the Cataclysm was an event of retribution upon the elves themselves from some unseen force. Some of the elves saw the Cataclysm coming, and developed an artificial afterlife in which their souls could be preserved and used to grant the survivors knowledge of the world before the Cataclysm, so that centuries of progress wouldn't be lost. About halfway through the campaign, the players will enter this artificial afterlife, and encounter a myriad of Elf sub-species, including this one, a strain of elves that represents the epitome of a pre-Cataclysmic Elf.

GAME RULE INFORMATION
-+2 DEX, -2 CON, +2 INT, +2 CHA
Decadent elves are beautiful, graceful, and mentally prodigious; however, they are somewhat fragile.
-Medium size
-Base land speed 30 ft.
-Immunity to magical sleep and +2 racial bonus VS fear.
Decadent Elves are so certain of their superiority that it is difficult to intimidate them.
-Weapon Proficiency
Decadent Elves receive martial proficiency for the Longsword as a bonus feat. They also receive a +1 bonus whenever making a ranged touch attack (this is the mechanic used for firing non-projectile weapons left over from Pre-Cataclysmic times. Essentially, Decadent Elves trade in their archery for improved skill with lasers).
-+5 Racial bonus on Search checks. Decadent Elves are focused on locating objects of value to the exclusion of other concerns.
-Naturally Psionic: A Decadent Elf gains 2 bonus Power Points at level 1. This does not give him the ability to manifest powers unless he has a class feature that allows him to do so, such as taking levels in a psionic class.
-Low Light Vision
-Favored Class: Psion.
-Alignment: Usually neutral evil.
Decadent Elves see other races (including other Elven sub-races) as inferior and treat them accordingly.
Level Adjustment: +1

Intriguing! Decadent themed Elves have been around, but giving them a basis in psionics has a neat twist that utterly fits the concept.
