My original intention was to submit this to the online Dragon magazine, you know, make a little extra money. Then, I realized, WotC wouldn't put out things based on copyrighted properties, so I decided to stick it here instead and get it reviewed.

And the legalese:

A metal cylinder moves effortlessly towards you. A single blue-glowing, eyestalk extends from the domed head and acknowledges you. The sucker connected to the right limb flexes in anticipation as the nozzle-like left limb takes aim.

The dalek are things of nightmares, destroyer of civilizations. Their regimented armies slaughter worlds simply on the basis that they differ from themselves; the ultimate in racial cleansing. Yet the visible unit is only a shell for something even more repulsive, a quivering mass of blue flesh and a large brain that represents the true dalek form.

A “dalek” stands about 6 feet tall and weigh almost 500 pounds. Dalek speak a highly synthesized and distorted version of Common.

Combat
Dalek prefer to fight from afar with their electron beams and attack with precision. Creatures that get too close risk having the life drained out of them by the dalek’s sucker.

Electron beam (Sp): A dalek’s left limb fires a beam of energy. This is a ranged touch attack dealing 1d6 points of electricity damage +1d6/2 HD (max. 10d6 at 18HD). Electron beam can be used at will.

Sucker (Ex): A dalek’s right limb possesses a manipulating sucker. This can be used as a weapon, dealing 1d4 damage + Str mod. If the attack is successful, the dalek can immediately make a grapple check. The dalek gets a +8 equipment bonus to grapple checks with the sucker. Every round a dalek maintains a grapple, it deals 1d4 damage to the grappled creature.

Disintegrate (Sp): A dalek with 11 or more HD can cast disintegrate once per day. The save DC is Intelligence-based.

Self-Implosion (Ex): A dalek who is in a no-win situation will often use this ability to destroy itself before it can be captured, interrogated and/or dissected. The nodes at the bottom of the casing float off and form a sphere, then creates a localized singularity that instantly wipes its body from its current plane of existence. This effect is identical to an implosion spell, except with a target of self, no save, and a full-round action to activate.

Scorn earth (Su): A dalek can hover up to a foot above its current elevation. This gives it the ability to move over hindering terrain unimpeded, like pits and staircases.

Armor plating (Ex): A dalek’s shell is treated like full-plate armor, giving a +8 armor bonus to AC and a +1 Dex bonus. Armor check and arcane spell failure, however, do not apply. A dalek’s shell is like its own body and is treated as such.

Moderate fortification (Ex): When a critical hit or sneak attack is scored against a dalek, there is a 50% chance that the critical hit or sneak attack is negated and damage is rolled normally.

The dalek warrior shown above began with the following ability scores before applying racial modifiers: Str 13, Dex 11, Con 12, Int 9, Wis 14, Cha 13.

Dalek as Characters

Dalek almost always become fighters. Wizards are not unheard of, but have their own wide range of problems (see Limbs, below). Dalek tend to stick to physically based classes, despite their high intelligence; it makes it easier to kill what you see.

Dalek possess the following racial traits.
-- +2 Str, +4 Int, -2 Wis, -2 Cha. Dalek are incredibly smart, but also anti-personal. Most also exist to only follow orders, making it difficult to think intuitively.
-- Base land speed of 20 feet. Hovering (Scorn earth) does not alter this speed.
--Special attacks (see above): Electron beam, sucker, disintegrate, self-implosion.
--Special qualities (see above): Scorn earth, armor plating, moderate fortification, DR 5/-, darkvision 60 ft.
--Saves: Due to the awkward mobility of the armor shell, dalek take a -2 penalty to Reflex saves.
--Feats: Dalek get Deflect Arrows as a bonus feat even if they don’t meet the prerequisites. Dalek do not need a free limb to use this feat, as they use a field of force projected from the dome.
--Skills: Dalek get a +4 bonus to Knowledge (arcana) and a +2 bonus to Knowledge (architecture and engineering).
However, they also take a -4 penalty to Spot due to their monocular vision and limited range of motion.
--Automatic languages: Common. Bonus: Any.
--Favored class: Fighter
--Level Adjustment: +2

Society and Ecology
Dalek exist only to destroy. It is unknown how they originally came into being or how they reproduce, but their numbers do indeed increase. The dalek are best known for their contributions in the legendary Time Wars, where they fought against the time lords for temporal supremacy. In the aftermath, the majority of both sides were wiped out, the remnants driven into hiding. However, while the time lords have yet to come back into prominence (or if they even wish to), the dalek have thrived in the absence of worthy foes. They do not eat or sleep, only needing the metals to create shells for newly created dalek. It is this need, in combination with their utter xenophobia, which drives them to conquer worlds and eliminate all sentient species in their path.

The dalek Emperor, the one who brought the species back from the edge of extinction, believes itself a god among perfection. The lesser dalek worship it as such, but gain no divine power from doing so; as much as it thinks it is a god, it is still a mortal creature, bound by the laws of flesh and death. The rare dalek cleric is more apt to worship a deity of the hunt or death alongside the Emperor.

~~~~~~~~~~~~~~
Limbs
Because of their unique limb configuration, dalek suffer many limitations. The foot, ring, hand, and armor body slots are closed to the dalek. Weapons and shields can be modified with special attachment points, effectively becoming an extension of the existing limb. A single weapon is attached to the sucker arm, replacing the sucker attack with the weapon attack. Second weapon/shield is attached to the gun arm, replacing the electron gun and disintegrate attacks, something dalek are loathe to lose. It costs an extra 50 gp to give a masterwork weapon a dalek attachment point.
Dalek spellcasters must take Eschew Materials to cast spells with material components. For expensive components, a component pouch can be attached to the sucker arm in the same fashion as a weapon, costing an additional 100 gp, but giving it the ability to exhume gems and other small expensive components as easily as a humanoid caster.
Dalek gain all the benefits of the gloves of man (Savage Species), but lose all the same special attacks they would lose for weapon and shield attachments.
Some dalek do not have the typical sucker arm and instead have a pincer claw with a small torch. These specimens loose the sucker attack but get the ability to wield a primary weapon, dealing an extra 1d4 points of fire damage with each attack.
These dalek can use one ring slot on the claw, but it is too invasive for gloves.
By the emperor, are we talking about the fully robotized clan of the dalek? Or the vaguly humanoid cyborg (son of the original or perhaps the original creator of the shells to support their own existance on their original nuclear waste land of a homeworld)?
I think this could easily be broken down into the evolution of the daleks for players. The originals had to remain in contact with metal surfaces to drawn electric power from. It was many years later(thousands) until they developed the hover ability. Spot should be penalized due to the 1 eyed, extreme vulnerablity to having a 270 degree blind spot and the inability to see anything standing RIGHT next to you.
Much of what you have down as racial for daleks can be broken down and "gained" as racial levels or even as simple treasure expendetures from normal campaining. No need for food or other "nessecities" so they invest in the upgrades earlier.
As a construct, shouldn't it have DR? These guys should be much harder to kill than this. 5hp with a 18AC is nothing. Kobolds are scarier really.
But.... the flavor and feel is just about right.
I based these off of the ninth season version.
Note the stats are for a first level warrior; it was designed to be a player race. The blaster scales in a similar fashion to a warlock eldrich blast and disintegrate is gained at the HD that a wizard would have it available.
But now that you mention it, it probably should have at least DR 5/-, but I think that was what I was subconsiously doing with the moderate fortification. I think I just didn't want to have the LA go to +3.
Thanks for the advice!:D
In my universe I thought off Daleks as a sub-species of modrons with a war- bent, racist and conquering psychology.
Dalek,
You win.
But on that note...
Medium Construct (Living Construct)
Not really very appropriate. Dalek do integrate with their shells very completely, but they are still distinct, organic beings. A Dalek isn't a living construct any more than an Apparatus of Kwalish is when it has someone inside of it.
You should use these stats to represent the dalek's shell, but the Dalek's type should be Aberration, not Construct.
They should also have a Fly speed of 30 feet (poor maneuverability), unless you don't want them to fly as in the new series.
Base Attack/Grapple: +1/+2
The Dalek sucker is also incredibly strong. As long as their sucker arm is intact, they should recieve a +8 equipment bonus to grapple checks. Any attacks made with the sucker arm should be made as though the Dalek's strength was 4 points higher.
Don't forget that your typical Dalek can crush human skulls with that arm.
Abilities: Str 13, Dex 11, Con 12, Int 13, Wis 12, Cha 11
The scores should probably be more like Str 16 (to represent the power of their shells), Dex 6 (to represent their utter lack of finesse), Con 16 (to represent their eugenical practices in making harider and hardier Dalek), Int 20 (Dalek are geniuses; an IQ of 200 sounds about right on average), and Wis 16 (to represent their shell's ability to detect surroundings).
Charisma is a sticky point. On the one hand, Daleks have very strong senses of self, which should be represented by a high Charisma (14+). On the other hand, Daleks are not outgoing by any means and, indeed, can feel only hatred - no other emotions. So that would be represented by a very low charsiam (8 or less).
I'd say 12, personally.
Some of the most fearsome nasties in the universe, with only 5 HP?
FIRST LEVEL WARRIOR! Get it through your heads!
They do gain class levels. They do get stronger.
These are the starting stats, if you read the entire post:
Str 13, Dex 11, Con 12, Int 9, Wis 14, Cha 13.
These are the racial traits. Learn them:
Dalek possess the following racial traits.
-- +4 Int, -2 Wis, -2 Cha. Dalek are incredibly smart, but also anti-personal. Most also exist to only follow orders, making it difficult to think intuitively.
-- Base land speed of 20 feet. Hovering (Scorn earth) does not alter this speed.
--Special attacks (see above): Electron beam, sucker, disintegrate, self-implosion.
--Special qualities (see above): Scorn earth, armor plating, moderate fortification, living construct traits, DR 5/-, darkvision 60 ft.
--Feats: Dalek get Deflect Arrows as a bonus feat even if they don’t meet the prerequisites. Dalek do not need a free limb to use this feat, as they use a field of force projected from the dome.
--Skills: Dalek get a +4 bonus to Knowledge (arcana) and a +2 bonus to Knowledge (architecture and engineering).
However, they also take a -4 penalty to Spot due to their monocular vision and limited range of motion.
--Automatic languages: Common. Bonus: Any.
--Favored class: Ranger
--Level Adjustment: +2
However, I will take all the suggestions into consideration, but I still want this to be a low LA player race, so I really can't add too much.
Firstly, you're being quite rude.
Anyway, moving on. I'd see Daleks more as Fighters than Rangers, Daleks kill things. Rangers have an affinity with living things. Unless you're using an urban ranger from somewhere, it doesn't really fit. Their class features also aren't much use, unless of course you make Rapid Shot apply to their guns... Hmmm....
I'd play that :P
Oh, I can see it now:
Me: Hey DM, can I play a Dalek?
DM: I'm going to set you on fire just for asking that.
Me: But I can roleplay it really well! Check it out: EX-TER-MI-NATE!
Okay, first thing. Daleks can't be player races. They are nigh on indestructable! Int of a genius. I would say that only the Daleks from "Daleks", the first episode with Daleks, would be useable. MAYBE
First, I apologize for being rude, that tends to happen with me and it seemed like people were ignoring the racial stats and rules for player characters.
Second, the favored class is ranger because they hunt people down and kill them horribly. At least that was my logic.
Third, I had to tone down the powers considerably so they wouldn't be nigh indestructible and overshadow every other party member and carry a giant, unwieldly level adjustment.
The way I understood it, dalek had all but rejected their living side, but they were still living. That was why it had Construct (Living Construct). I'm not sure if Aberration (Living Construct) is within the rules, but if it was, I would change it to that.
I only did mental score adjustments because I figured that the body shells were basically perfect and didn't need to be given penalties or bonuses. Armed with this new info, though, I may end up giving it a small strength boost (balanced by a Reflex penalty). I mean, most of the people they killed probably just had NPC classes, and not many at that. (Odds are I'm wrong on that point.)
Also, I just checked the SRD on the Shot feats; it just says ranged attacks, so they would apply to the gun, just as much as they apply to E.Blast.
I'll make adjustments to the first post soon, I just have schoolwork I need to focus on tonight.
They killed Jack Harkness in one shot. Sure, all the soldiers they killed in a lot of episodes were probably level 1 Warriors, but he definitely had quite a few class levels.
Second, the favored class is ranger because they hunt people down and kill them horribly. At least that was my logic.
It still doesn't mesh well with the flavor of the ranger, however. Daleks abhor nature. Really, it would be more appropriate for them to simply be Fighters who often take the Track feat.
The way I understood it, dalek had all but rejected their living side, but they were still living. That was why it had Construct (Living Construct). I'm not sure if Aberration (Living Construct) is within the rules, but if it was, I would change it to that.
It's not, but that's not what I meant, anyway.
The Dalek should be approached the saem way you might approach, say, a pilot and his mecha (a la Gundam), or a bunch of heroes and their Apparatus of Kwalish.
Aberration is their creature type. Their shell doesn't have a type at all - no more than a painting has a creature type.
However, I will take all the suggestions into consideration, but I still want this to be a low LA player race, so I really can't add too much.
I hate to stifle your creativity, but...Dalek can't be a low-LA player race, any more than the Tarrasque can be a low-LA player race.
Watch the episode "Dalek." That Dalek, in D&D terms, doesn't even have class levels. He's a typical Dalek soldier, probably the weakest sort you could possibly find. His EXP is 0. Maybe, at a stretch, he is level 2 or 3 in something, mostly likely Fighter. He slaughters everything in his path. He's an engine of destruction. He's a genius.
Were I a DM, I'd make his attack bonus a smilie. His armor class would be a plus sign. The damage he would deal is "exactly enough to kill whatever he hits +1." His hit points would be "exactly more than necessary to survive ten hours of nothing but critical hits x 2,"
But his alignment would be Lawful Evil.
I think nobody here (except some rare brains) really understood the purpose of this thread. Japan_the_cougar wanted to create a Dalek player race. He didn't wanted any commentaries about their uber-superiority. HIS job is to create a race which is balanced. OUR job is to help him. Now if you can't do it, just laugh of this whole thread with friends of yours. Not here, understood?
prety cool. mabey this is a different class of dalek? like a dalek made by sek in Manhattan possibly. and obviously this isnt a generation 7(?) dalek, which supposedly, according to the doctor, would kill one million people easily before it was stopped (eventually, with enough explosions they could kill it)
This is an early model of Dalek.
I like to think of Daleks like this.
The ones with Sek: These guys. Maybe... CR 3? 2?
The one from Dalek: Makes Asmodeus and Thor cuddle each other from behind the couch scary. CR Ao crying and Vecna telling secrets. CR Oh, snaps. CR Hey Demogorgon Lets Go Run Now.
CR... enough to be the numerical equivalent of :D but crazier.
CR 42 Dalek please!
Yes. 42 is the numerical equivalent of :D.
