Feytouched and Half-Fey.

Feytouched are a race, not a template.

Aside from the Half-Fey template (which I suggest customizing depending on the specific fey) mentioned previously from FF, you also have the Seelie Court and Unseelie Fey templates in the Dragon Compendium Vol. I (a very sleeper book by the way).
