There was a race called Bullywogs that our group was interested in using, and I haven't found them in any book thus far (I Googled the name but didn't find stats either). Bullywogs were a race of medium-sized frog / humanoids if I am remembering them right, and I think I even remember them being in some old 2nd Edition module maybe?

Anyway, if anyone has stats for them or knows where the stats migh tbe I'd greatly appreciate it.

You almost got it. Called Bullywugs. They're in Monster Compendium: Monsters of Faerūn, a 3.0 book, but not sure if they were ever updated.

Looks like +4 Con, -2 Int, -2 Wis, and -4 Cha
You get the aquatic and amphibious subtype, can breathe underwater, 30 ft. swim speed, 20 ft. land speed, can move through marshlands without reduction in speed or penalty to mobility, and if you're a cleric, there is a 25% chance that when they use a summoning spell they summon two creatures.

However, they don't appear to make good casters of any kind.

I'd say +0 LA, though even with their added stuff they don't quite look worth the stat penalties.

In Monsters of Faerun, at least, they have Con +6, Int -2, Wis -2, Cha -2.

+4 con is very nice for a non-caster. Might not even be so bad to have a wis/int caster. And with +3 natural armor on top of that I'd say they should be LA 1.
