I thought it might be higher, for in Manual of The Planes is says that the githyanki get 4 psionic spell-like abilities at will.

along with mindflayers, mummy lords, beholders, displacer beasts, yuan-ti, slaad, carrion crawlers and umber hulks.

WotC want to keep some sats to themselves.

No, that might be worth +2 though. Now they get a scaling progression, getting one or two fixed psi-likes 3/day at HD 1, 4, 6 and 9 iirc.
