Okay, I'm starting up a campaign in the coming week, and one player wishes to play a githzerai monk. The campaign is starting at lvl 2 which conflicts with the +2 LA of a githzerai. So I think I'm going to break it down into a monster progression and allow the character to start as a lvl 1 monk, with some racial abilities, and instead of lvling up to monk 2, he'll just gain all of his racial abilities, and can then continue in monk2 at ecl 4. But I want to make sure I balance it right so hes not too weak or strong during the first adventures. Heres what i have so far.

+1 LA Githzerai
+2 dex, +2 wisdom, -2 int
60ft darkvision
30ft speed
2 bonus power points
intertial armor, catfall, daze and concussion 1/day

He'll gain the rest of the Githzerai racial abilities at lvl up instead of taking his next monk lvl. I'd post those, but I dont think its OGL.
Is this balanced?
Additionally when it says in the XPH that Githerzai get those powers as psilike abilities 3/day does it mean it can use each of them 3 times, or you get 3 psilike abilities perday, chosen from that list?

3/day means that it can use each ability three times per day. You should be able to split those up over the progression appropriately.

I think it looks fine.

Eh, I think you could include their power resistance at that level. Having several more uses of their psionics and +4 to dex would be an okay bump for the second level of their monster progression imo.

i'd simply dissalow it, or make him wait until the party was lvl 3 before he started playing.

nobody plays a githzerai for flavor anyway, so make the munchkin wait!

Personally I'd just allow the character to play the ECL 3 Githzerai from the start with all of his abilities, just do not allow him to gain any experience until the rest of the party catches up to him. I think you'll find that even with his power resistance, +4 to dex and array of psi-like abilities the 1 monk HD is going to hold him back greatly at such a low level, especially with a melee oriented class like the Monk.

I only say this because I'm personally too lazy to try and balance an LA +1 Githzerai when it's only going to be an issue for perhaps 1 or 2 sessions before they level up and everyone is on a level playing field.

Favored class: monk. case and point.

Some people just want to play to a races strengths enjoy being
the epitome of their class. Who makes better monks than githzerai?

Anyway, on topic. I'd strip the race down and offer him a version
that doesnt need a LA, say removing the SLAs and PR.
Unless he's specificaly after some of those abilities, but i'd bet
he's more after the racial ability mods.

Considering it doesn't have any other racial traits beyond ability mods
when you remove the SLA/PR then i'd say that's fair.
Balance it against the Elan race, the polar opposite of that,
all racial traits and negative ability mods. Looks good to me.
