I'm confused by the skill description next to half dragons. My friend is drafting a 9th level Half Dragon Ranger (including Racial Adjustment) and wants to know if only the dragon skills count as class skills or if it's those plus those of the Ranger. We're also unsure of the number of skill points. His INT is +3. We did the math but we're still unsure. Thank you.

Same thing as a regular character basically. The dragon skills are not class skills but Racial skills, and you create him just like a normal character as far as skills goes, just make sure he's getting XP as a lvl 12 not 9.

What base race is the ranger? If it is one of the standard races then you don't worry about Dragon class skills, only the ranger ones. For example a Half-Dragon Elf Ranger would only have ranger class skills not the Dragon ones.

If the character is something like a Half-Dragon Bugbear Ranger which has racial hit dice then it works like this. The first three HD are Dragon and for those you use the Dragon class skills and the other two HD (to keep the same ECL as your friend's character for this example) are ranger and would use the ranger class skills.

Does this help?

The character seems to be ECL9, not ECL12, Pinkycatcher.

Otherwise what PC and Ovistavin said is correct.
