Because contrary to popular belief, not all halflings are thieves. :P

Halfling physiology and psychosociology is very similar to humans, and as such their racial traits conform to human standards rather than those of the more alien species (such as elves). Note that only stout halflings (deep halflings in 3E) have traditionally had darkvision in previous editions either.

Because then they'd make better rogues in all respects than dwarves. Seriously, halfling racial traits are the way they are because of balance. Low-light vision would make them perfect LA +0 rogues, which would make them no longer be LA +0 because they'd push out all other races for that role.
