So, is he a level 7 ranger, with a +2LA, so ECL 9? Or, is he a level 7 Ranger, with 2 levels of Animal (Wolf) and a +2LA, so ECL 11? If its the second, does the character get, immediately, the HP and BAB etc. bonuses of the two levels of animal?

If its the second, does the character get, immediately, the HP and BAB etc. bonuses of the two levels of animal? Your second example is correct: ranger 7/animal 2, +2 LA = ECL 11. As to when he gains that level adjustment and HD, there's a line in the lycanthrope section that says something to the effect of "the character shows no signs until the next full moon." Because of this, I would say he gains all the benefits (and, uh, penalties) of lycanthropy, including the increased Wisdom, the HD and LA, Iron Will, scent, and so forth, the instant he transforms for the first time (not when he receives the bite). Of course, the lycanthrope template has got to be my all-time favorite template, so I consider myself an expert on it (of course, there remains the very real possibility that this may not be true ;) ).
