I have always thought that races such as half-orc were half orc and half human, at least thats the feel I get from the phb. Same with half-elves. Is it possible the second half is something other than human? The specific build I wanted to make was a half-ogre (Races of Destiny), half-orc (phb). So my questions are, is this feasibly possible - mechanics wise and is there a guide to building such a race legitimately?

Is it feasibly possible? Yes. Take ogre and orc and take average of everything. If ogre has str modifier of +8 and orc has +2, average is +3 which would be either +2 or +4. Ogre is large, orc is medium, so probably ogre-orc would be medium with powerful build etc etc.

Note that there are no legitimate way doing this and it would be far from official wotc-made race.

as far as I know, there is no book or something like that which helpto create new races.

As long as YOU are the DM, you can make everything, including new races. But you'd best think about, if those races aren't senseless such as half elf half dwarf...

Just take out things from the halfbreed races (such as the ogre's hit dices, or the orcs orcblood ability) and put them together.

It’s possible to create a orc/ogre, if you need help creating a balanced race check out YabaTheWhat’s point system, or a lot of the threads in this foram. Like
half dwarves?
Gnome-Dwarf;
Savreree (Elven/Orc crossbreed) and a "Mixed Blood" race or
New Race: Orc-Elves (peach)

If I was going to created this race I’d probably do something like this.

OGRE/ORC

OGRE/ORC RACIAL TRAITS
● +4 Strength, -2 Dexterity, +2 Constitution, -2 Intelligence, -2 Wisdom, -2 Charisma .
● Large size. -1 penalty to Armor Class, -1 penalty on attack rolls, -4 penalty on Hide checks, +4 bonus on grapple checks, lifting and carrying limits double those of a Medium characters.
● A ogre/orc’s base land speed is 40 feet.
● Darkvision 60ft. Darkvision is black and white only, but it is otherwise like normal sight.
● Racial Hit dice: Ogre/orc begin play with two levels of giant, which provide 2d8 Hit Dice, a base attack +1, and base saving throw bonuses of Fort +3, Ref, +0 and Will +0.
● Racial Sills: Ogre/orc’s giant levels give it skill points equal to 5x (2 + Int modifier, minimum 1). It’s class skills are Climb, Listen, and Spot.
● Racial Feat: An ogre/orc’s giant levels give it one feat.
● Weapon and Armor Proficiency: An ogre/orc is automatically proficient with simple weapons, martial weapons, light, and medium armor, and shields.
● +3 natural armor bonus.
● Automatic Languages: Common, Giant. Bonus Languages: Dwarven, Goblin, Orc, Terran.
● Favored Class: Barbarian
● LA: +1

Why not just add the half-ogre template to an orc or half-orc? Seems so much easier.

Whoa o_O that's wacky. Where the heck did you get that? The stats are like...insane.

You do know that half-HUMAN ogres receive +6 strength right? So how does a half-ogre/Orc receive only +4?

Lemme take a shot at it.

OGRILLION

OGRILLION RACIAL TRAITS
● +8 Strength, -2 Dexterity, +2 Constitution, -2 Intelligence, -2 Wisdom, -4 Charisma. Ogrillion are tremendously powerful and rugged engines of destruction, though they are lacking in intellect, common sense, and any form of social grace whatsoever.
● Large size. -1 penalty to Armor Class, -1 penalty on attack rolls, -4 penalty on Hide checks, +4 bonus on grapple checks, lifting and carrying limits double those of a Medium characters.
● A ogrillion’s base land speed is 40 feet.

There ya go! Compared to the half-human ogre it seems feasably balanced as it gains more strength at the cost of wisdom and charisma (Wisdom hurting a little, and charisma being the dump stat of most fighters), a faster landspeed, but some racial HD.

According to Races of Faerun, orogs are underdark-orcs.

Yeah, Ogrillion are half-ogre orcs. It says so right in the DMG.

Another question - about the giant levels - Would those count as levels? For example. Say I started a new campaign and I wanted to play as an Ogre Barbarian. Would I start as:

4 Giant, 1 Barbarian with a +2 LA.

Or would you acquire the skills and hd of the ogre and just count as a:

1 Barbarian with a +2 LA.

In second edition both orogs and ogrillons are half orc - half ogres. The difference are the parents, in one the female are the in the other the male, but i do not remember who is who.

The ogrillon in the 2nd edition (greyhawk) is a large creature prefers to fight only with his bare hands, and have a bone plates in his fists and body, so they can not use armor. Also i remember read that the creatures are pretty dumb and combat oriented enough to jump right into melee combat.

So if you are making the ogrillon of 2nd edition a boost in strenght and armor class would be fine.

The Bastards and Bloodlines book has a half-creature template. It is meant for humanoid and animal, but with a little tweaking it will work. I've used used it multiple times. Or the template handbook has a half-humanoid template.

Yeah, there's actually a half-ogre in the Bastards and Bloodlines book that's considered half-ogre if it's half human/half ogre or half orc/half ogre with an LA +2, isn't that exactly what you're talking about? Basically, it already exists.
