EDIT: Savage Species page 155! Found it... yeah, " [...] closest example in bearing, appearance and function to the classic Western depiction of an angel." I played with someone who did this... I suppose it's not broken as far as I saw but I think it was pretty darn good at lower levels especially. Good luck, hope it's what you were looking for.
