I read in a post a while ago that there was a human race with Spell Risistance and an LA penalty. Does anyone know which race it is and where I can find it?

I think it may be the Karsi, but I do not know where they are detailed. Tome of Magic, perhaps

Karsites from Tome of Magic. LA +3, if I recall, and restrictions on being magic users.

Karisites are LA +2, and beyond having spell resistance, gain the human feat, the skill points, and they gain some cool magic-draining-related abilities, like they can drain magic from weapons, heal from magic that doesn't pass their spell resistance, etc. They also cannot be arcane or divine casters.

Heh, can they be psionicists or incarnum-users?

They sure can.

Which is weird, since they sound like a race based of a FR mage, and psionics in the realms is somewhat under the influence of the magic deity...

You're, right, they are based on Karsus.
It's also weird because Incarnum is magic.
Ah, well.
They also have a bonus to Con, IIRC, and have Binder as their favoured class.

Well, incarnum is iirc more removed from magic than psionics is. Didn't magic need a separate spell to dispell soulmelds? By RaW, dispel magic hits psionics no less hard than dispel psionics does. Really weird. Anyway, apparently Karsus did manage to peeve quite a few gods with that spell of his... I need to check the details, I haven't read ToM myself.

As it would seem, they are quasi-banned from magic because of their predecessor, the (in)famous Karsus of Netheril.
