I have no idea what exactly you want them ranked by, and I'm also not sure this is the appropriate board for this, but I'll give it a go:

1) Tome of Battle - One of the best D&D books ever published outside of core. Some people don't agree and think the book is too anime-styles for D&D, but the vast majority of those people (somewhere between 90%-95%) have not read the book and have no idea what they're talking about. :D

2) Complete Arcane
3) Complete Warrior
4) Complete Adventurer - The Completes in general tend to have at least a few prestige classes somebody in your group will like. I ranked these three simply by my favorite party roles.

5) Libris Mortis - I've used this book more than any other when it comes to building undead encounters, which I happen to do quite a substantial amount of for saome reason...

6) Lord of Madness - I have a thang for Aberrations and have used this book a couple of times. I also like the Fleshwarper PrC for one of my most memorable villains.

7) Heroes of Horror - I love the Archivist, and I love it a lot.

8) Race of Stone
9) Race of Destiny - Some of my players have used a thing or two from the races books, and they're okay.

10) Tome of Magic - One of my players has played a class in it before, so I looked through it. I like a lot of the ideas and concepts (outside of Truenaming), but mechanically, it falls short.

11) Heroes of Battle - I like one or two things in it, but not enough to get the book for myself.

12) Draconomicon - I've read it before, but it was nothign special, and nobody in my group has ever used anything from it.

13) GhostWalk - Never used it. Usually when my players die, they're a re revived or something...

Complete Champion isn't out yet, so... yeah, I dunno.

Draconomicon
Race of Destiny
Race of Stone
Lord of Madness
Heroes of Horror
Heroes of Battle
Tome of Battle
GhostWalk
Complete Champion
Complete Warrior
Complete Arcane
Complete Adventurer

1. Complete Arcane (for the warlock, the draconic feats, and several excellent PRCs)
2. Tome of Battle (for the warblade, and to make warriors interesting)
3. Heroes of Horror (Arcavist and Dread Necromancer are great, so are the PRCs, and the discussion of horror in the campaign is well done)
4. Libris Mortis (Never too much undead, and excellent suggestions on how to use them in game)
5. Ghostwalk (a really interesting and refreshing new campaign, can serve as a full world or just dropped in as a new city)
6. Races of Destiny (Illumians are interesting both mechanically and background-wise, and the feats, especially the initiate feats, are very good. much better than the other races books)
7. Lords of Madness (not as good as I was hoping for, but if you really like the classic abberations, and lots of them, go for it)

Complete champion isn't out yet, I assume you mean complete divine, which, along with adventurer and warrior, aren't very original, they're basically troves of PRCs that in general aren't as original as Complete Arcane. If you want the spells just get Spell Compendium.

Draconomicon was less useful than Libris Mortis, basically it's just nice to have the pre-generated true dragons and treasure hoards, although if you want better treasure systems buy Magic Item Compendium.

Tome of Magic has very interesting ideas, and the classes are good, but you'd have to do some work to make them fit into the campaign without making them seem forced. I'd pick up Psionics or Incarnum first.

Races of stone was OK. I'd only get it if you really like dwarves or gnomes. The mechanics for goliaths are interesting but the background isn't. Races of the Wild is better, but similar problems. The Killoren mechanics are really inspiring, people on the boards have suggested using them for elves instead of the PHB mechanics for elves.

Heroes of Battle simply isn't worth it. It has some good ideas about how to run a battle for PCs, but it would be better just to start a thread on the boards. I didn't like the PRCs, most of the feats dealt with leadership, which I don't use in my games, and the pre-generated armies and combatants are too generic for much interesting use. The steeds appendix is good, but I didn't feel it was worth the money, even with amazon's discount.

My must-have books beyond the core rules are
Spell Compendium, even though I already had every spell in some other source, because it's so useful to have it all in one place
Magic Item Compendium, ditto but also great and original new stuff and excellent appendices
Unearthed Arcana, because it expands your gaming mind
Eberron Campaign Setting, because even if you don't want any of the fluff the races, artificer core class, PRCs, feats and monsters are fantastic. The setting is also fantastic, on it's own or just as a source for ideas
PHB2, which just rocks
DMG2, despite my initial dislike, because I keep find myself coming back to it.

Those are the ones I would take with me if my library was on fire. Of course, if my library was on fire, I might just let myself burn with it rather than making the tough choices.

In my humble opinion:

Tome of Battle. ToB brings a new and dynamic kind of "magic" which is extremely fun to play. This book is great and probably the best book WotC published in 2007 (although PHB2 was outstanding too).

Complete Arcane. A pretty decent book that gives us the Warlock and some interesting PrCs.

Complete Warrior. The first of the Complete series it brings some good stuff for warriors, although the new classes are pretty weak. All in all not as well-rounded as Complete Arcane.

Complete Adventurer. Perhaps the weakest of the Completes. Too much useless fluff and mechanics.

Lord of Madness. A well-written book with some feakish, fun and useful stuff. However it is a rather narrow focus that probably won't see much use during a normal game.

Draconomicon. What I said about the LoM can also be said about the Draconomicon, except it isn't as interesting to read. But dragons are more central to the game than abominations, so the material probably will see more use.

Libris Mortis. About undead, obviosuly. Same idea as LoM and Draconomicon, but not as good as either, I find most of the material here quite bland.

Heroes of Horror and Heroes of Battle. I don't remember much about those, which certainly does not speaks well of them. However I think it was better than the books I place under them, which are actually a waste of paper.

GhostWalk. I can barely remember this one, but I do remember I didn't like it at all. It is about playing some kind of ghost in a rather non-standard and bland campaign.

Tome of Magic. ToM gives us three new kinds of casters. None of them is very interesting and they are certainly weaker than wizards and clerics. It might be worth checking it out if you really dislike the usual caster classes.

Race of Stone. All the races books are pretty bad, full of usless fluff, poorly balanced PrCs and new races nobody will remember in a few years. RoS isn't the worst of them (it is not the best either, Races of the Dragon is slightly less bad - the stuff about the kobolds is interesting) and if you really, really love dwarves and gnomes, it is worth taking a look.

Race of Destiny. RoD is probably the worst of the races books (although Races of the Wild is crap too). I only use it for the Half-Ogre and the Able Learner feat.

And...

Complete Champion. I don't have this one yet.

Ill give my list as well. More votes gives you a better perspective.

Lords of madness- awsome, something for dms and players not a single useless part

heroes of horror- two cool classes, and feats. only downside is their sanity/taint systems are unneeded. and the prestige classes rely on taint.

complete warrior- loads of prestige classes, most are good. Plenty of amazing feats.

complete adventurer- less prestige classes, but better percent of good ones

tomb of battle-helps out any fighter class considerably.

races of stone- armor in here is a must have for any heavy armored character. Feats are good, and new race is good, unlike the other races book.

complete arcane- interesting new base classes, mostly good prestige classes.

----------books below this line are probably not worth picking up
races of destiny- nothing was overly good, new race was very lame.

heroes of battle- a book for war campaigns, useful if you play that game, not if you dont.

ghostwalk- campaign setting specific, nothing is lost if you dont have it.

draconomicon- plain stupid.

tomb of magic- see above.

complete champion isnt out yet so i cant put it in the list.

Tome of Magic- I like this book. It isnt very useful to many people though. The classes it presents are new and, in my opinion, fun. But they really cant hold a candle power-wise to a wizard... well... not even really a sorcerer. They are kind of clunky (truenamer, I'm looking at you), even compared to Vancian magic.

Libris Mortis- Book of Undead? Yes please. I'll have 2. I absolutely love this book.

Draconomicon- I find this book (as a DM) useful. But my players have never once even really given it a second thought.

Race of Stone- I like this book. It gives insight into my favorite race, as well as presents two new ones that I like. Some of the prestige classes are amazing too.

Lord of Madness- 'Flayers? Yes, please. A whole book of 'flayers and other abberations? Where can I get that? Right here... Amazing if you like the subject matter. Worthless if you dont. Much like Draconomicon and Libris Mortis.

Heroes of Horror- Two great classes. PrCs that I've never seen used. Fun spells. Some decent feats. The campaign tips are useful too.

Tome of Battle- It makes playing a melee class awesome. As far as I've seen on these boards, though, you will either absolutely love this book, or absolutely despise it.

Complete Warrior- Adds some nice feats and prestige classes to the mix for melee-based classes. A good pick up if your group likes melee.

Complete Arcane- Same as Complete Warrior, really. A couple new classes, with one having a "new" magic system (warlock)

Complete Adventurer- Decent book. My group doesn't get as much use out of it as other books, though it is still a solid buy, but not something you would want to buy first.

Race of Destiny- Worthless. "Humans live in cities... half-elves are upset outcasts.." ... No way... Really? It doesnt really offer much of anything to anybody in my opinion.

GhostWalk- Don't have it.
Complete Champion- Don't have it. (Is it even out yet?)
Heroes of Battle- Dont' have it.

1) Tome of Battle
Whenever I play Melee guys, I add a little bit of this in. It feels like fighting, it's powerful like spellcasting, and you never get tired of doing different things other than "I full attack"!
2) Libris Mortis
Undead rock. So does this book, and the explainations are rather cool, too.
3) Heroes of Horror
The Dread Necromancer is one of the best specialist sponaineous casters ever. A wizard-like divine caster (the archivist) is better than the cleric for Mystic Theurge builds, and better designed.
4) Draconomicon
The art is great, the fluff is great, the dragon prestige classes are great (the player prestige classes kinda suck, though. It's like dragon fanboyism). The metabreath feats are useful, too =)
5) Lord of Madness
If you like Mind Flayers, you're gonna be pleased at the stuff they have in here. Not enough Mind Flayerey goodness, though. Needs more. Oh, and more Beholder stuff. Like a reprint of the Eyeball familiar, instead of cross referencing it.
6) Complete Arcane
Yay, more wizard stuff. Shame it wasn't merged with Complete Mage, then we could have had a really, really good book.
7) Complete Adventurer
Complete Adventurer is there for the prestige classes. Nothing more.
8) Complete Warrior
Same here, except now we get fluff like: "Fighters generally swing swords. But when they're not swinging swords, they're stabbing people. With swords."
9) Race of Stone
GNOMES. WHY DOES IT ALWAYS HAVE TO BE BLOODY GNOMES.
10)Race of Destiny
Chameleon is already released as an excerpt. You don't need to buy this book now. There really isn't that much there.
