Does a lich heal itself or other undead with it's touch?

And no. If the Lich has a level of that one class from Heros of horror he does. Someone enlighten me here, I need help remembering.

You are thinking Dread Necromancer. And though it doesn’t say it can be used to heal it is a neg. energy effect so I would say yes to its healing because The Dread Necromancers abilities are all about gaining lichdom, and reflect the lich’s powers.

And though lichs are a monster, players can use them as a racial template so it would belong here just as much as half-Celestial or any other playable race.

Yeah I know, but it sounded like a purely monster use question at first glance. Not really related to characters directly. But its fine, I'm just being a douche.

Yes. Undead are healed by negative energy, and the lich's touch explicitly states that it is one.

Damage

A lich without natural weapons has a touch attack that uses negative energy to deal 1d8+5 points of damage to living creatures; a Will save (DC 10 + ½ lich’s HD + lich’s Cha modifier) halves the damage. A lich with natural weapons can use its touch attack or its natural weaponry, as it prefers. If it chooses the latter, it deals 1d8+5 points of extra damage on one natural weapon attack.

So they can heal themselves with their touch attack, though it won't be efficient.

Maybe not efficient in battle (spending a standard action to heal a mere 1d8+5 hp is indeed a waste of actions), but it's very useful when you can take the time to heal all the damage you've taken once the battle is over.
