I've heard that there is an option not to take the monstrous hit dice levels for the races that have them to reduce the overall level adjustment of the race but I can't seem to find this anywhere. For example: a Pureblood Yuan-ti is LA+2 and 4HD Monstrous making it a +6 LA, so this option would reduce it down to a LA+2, but you would also lose all the monster benefits.

A Yuan-Ti is only a LA +2 race. It's an ECL 6 race, though, because of the 4 racial hitdice. The class you are thinking of to turn the Yuan-Ti into a LA +0 race is called a "Monster Class" from the Savage Species book. Basically, the Yuan-Ti's powers and abilities are stripped away until it is balanced with an ECL 0 race. Then, instead of taking normal character classes, the Yuan-Ti character takes 6 levels of the Yuan-Ti monster class. At each level, some of the Yuan-Ti's abilities are restored, until at 6th level it is exactly the same creature it would have been without all of that mucking about.

The point is to allow monstrous races to be playable in campaigns starting at 1st level with Humans, Dwarves, Elves, and the rest of the Player's Handbook races.
