I need/want something with a low LA only + i am looking for is a speed over 30 and posibly a + on initiative can be from any book or custome. thanks

try varags from the MMIV. You'll have to eat a lot though.

Catfolk from Races of the Wild may fit what you need. They have a +1 adjustment, for which you recieve:
40 ft. land speed
+4 DEX, +2 CHA (increasing your initiative by 2)
+1 natural armor
+2 to Listen and Move Silently
low-light vision

Another alternative would be a Xeph from the Expanded Psionics Handbook. They get -2 STR, +2 DEX, which again increases your initiative, and they have a racial ability that lets them increase their speed by 10-30 feet (depends on character level) three times per day. They're also naturally psionic, so you could choose psionic feats. They have no level adjustment.

For custom I can offer Slyvasja (http://boards1.wizards.com/showthread.php?p=11756303#post11756303). They are a base 40' move medium lizardfolk with a bonus to dex (and thus to initiative).

The Shadow Template (LoM, et al) grants a +50% land movement for +2 LA. The Feral template (SS) grants +10 movement for +1 LA.
Jermlaine (MMII) are 40 ft for +0 LA.

Unearth arcane has a trait called Quick. It gives you a +10 to land speed, but you may not like the negative side to it.

Quick Trait (http://www.d20srd.org/srd/variant/buildingCharacters/characterTraits.htm#quick), they lose HP.
