Is there such a thing? I'm considering playing a half-dragon, which has LA3, and I was wondering if there was something somewhere that would actually lower the LA some.

Yes, you can lower your attribute boni.

You can apply the half-dragon template to a warforged and then incarnate it. That will drop the level adjustment by 2, but you will loss all of your supernatural abilities.

According to Savage Species, if you have neither the breath weapon or the immunity, it's LA +2 instead of LA +3.

It's not a very fair trade, though.

Lower damge delt by breath weapon is a good one.

Pretty much just weaken the race till it is about as good as the races from PHB but with different abilities.
