Note: Outlanders have been designed for my Canta (http://boards1.wizards.com/showthread.php?p=12355237) campaign setting. Their descritpion is based on that world though their abilities should work in any world.

Outlanders
In the deep deserts, there comes a secretive race of man, a nomadic people who travel from a handfull of fortress cities hidden deep in the desert where they gather a few times per year. They are masters of mounted combat and claim that they decend from a dragon of the desert, but those dragons are not of the Celestial (or fiendish) type that the dragon clans come from.
Stats
+4 to all Appraise, Ride, and Handle Animal Checks with Horses
Desert People: Outlanders take 1/2 damage from any attack that deals Dessication damage and are treated as one step better for dealing with heat damage due to exposure (See Sandstorm for information on Dessication damage)
Ride is always a class skill.
Outlanders are proficient with the Scimitar, Shortbow (Including Composite Shortbow), and the Longbow (Including the Composite Longbow). The Greatbow (And Composite Greatbow)(CWar) and Greatscimitar (Sand) are treated as Martial Weapons for Outlanders.
Push Mount: As a nomadic tribe of horsemen, the Outlanders gain the ability to push their mount to greater speeds for 1 round per HD per day. This boost is a +10 ft to the mounts speed.
Bonus Feat: Wild Cohort (http://www.wizards.com/default.asp?x=dnd/re/20031118a). The only animal choice is a Valenar Riding Horse (Ebberon). Unlike the normal use of this feat, an Outlander may select the feat again using it's normal choices if they so desire.
Human Blood: Outlanders are descendants from human stock, but harsh living has changed a lot about them. Even so they have several traits of their human ancestors in their blood and may take feats with Human or Half-Human as a prerequisite
Base Land Speed: 30 ft
Language: Common
Bonus Languages: Any
Favored Class: Ranger

In the campaign setting they gain the Outlander Riding Horse which is identical to the Valenar Riding horse with the exception that it gains two additional feats (Heat Endurance and Sandskimmer)

These are pretty cool, as is your campaign world.

Make them all Psions, and have them ride giant worms, and you would expect them to be riding around on giant worms and interested in spice...

Speaking of Giant Worms, I am surprised that you didn't have them built as a race especially suited for the PrC in Sandstorm that rides those worms.

Well, maybe surprised is too much, there. It would have been an interesting tangent.

I didn't really want them to be Fremen, a big chunk of the ideas for them come from the Madjai from the Mummy movies. They are primarily a race that lives in the saddle from as young as possible and keep on the move as much as they can with but a few short breaks in between.

Cool either way, man. They are interesting in there own right, yet identifiable for the average player. All good things.

Yeah, I guess that is a useful thing.

I suggest you give them the ability to train there mounts to hae the Sand Skimmer feat. This would explain there dependance on the Horses for travel over the shifting sand of there home.

Also, I was looking at the Dragon Compendium, and there are the "lost" Chromatic Dragons listed in there.

The Yellow Dragon is all about speed and mobility. This could be the basis for the Dragon they come from. In that book, the three dragons listed are the offspring of Tiamats sister, whom Tiamat killed. Her and the rest of the chromatic dragons tried to kill off the yellow, orange, and purple dragons, but there are still some out there.

Just something to think about.

Slightly modified the weapon proficiencies for the race as a couple of my players were wondering about why the Scimitar wasn't a proficiency as it fits the style of the Outlanders.
