These creatures are short and stocky, about four feet tall and very wide wasted with blubber and thick feathers. Their wings are oddly elastic and can curl to hold weapons and other object almost as easily as a hand could. They have stout yellow beaks, webbed orange feet, black backs, and white bellies.

Penguinoids are extremely hearty creature of the north, they are decedents of normal penguins and resemble them is most ways. Penguinoids are warlike and wage small battles among themselves or pretty much anyone else for the sparse resources of the north. Often tribes of penguinoids will domesticate wild animals, such as musk ox, wolves, polar bears, and in very rare cases mammoths, to aid them in their conquests. Penguinoids speak in their own language, penguinoid, (a series of squawks and throaty vibrations). Their vocal structures do not allow them to speak most languages normally. Only characters that have intelligence scores of 14 or higher can understand penguinoids speaking in any other language than penguinoid.

Combat
Penguinoids have mastered the full frontal attack since there lack of large numbers and flat battle fields don’t allow for much strategy. Their large reservoirs of hit points make them durable, but their strength and dexterity can prevent them from being very effective once in the thick of combat. Nevertheless, twenty penguinoids sliding down a hill can be a comical, but dangerous, sight.
Slide Speed: Penguinoids have developed unique ways of movement on the ice. For this reason on any slippery surface a penguin can drop to a prone position (a free action) and slide on its belly, using its slide speed. A penguinoid gains no special bonuses when getting up from this position. A penguin can charge while using its slide speed. Also, if the surface is steep the penguin may add five feet to its slide speed per 10 degrees of slope above flat. A penguinoid cannot use its slide speed to travel uphill. Also, penguinoids automatically succeed on balance checks to remain standing on slippery surfaces unless a natural 1 is rolled.
Cold Resistance: A penguin is used to harshly cold weather and is protected by a thick coat of down and feathers, for this reason all cold damage dealt to it is reduced by 5 and gains +2 bonus on checks against freezing and takes no penalty for being in freezing water. This thick layer of feathers, however this thick coat harms the penguin in hot weather and the penguin takes a -3 penalty on saves against heat and takes a bonus 1d3 points of subtle damage when it fails a check against heat.
Hold breath: A penguinoid can hold its breath for a number of rounds equal to six times its constitution score before it risks drowning.

Just for fun, give them the stout trait from Unearthed Arcana. It's on the SRD. It just makes sense for this race.

They need a "peck" natural attack.

This has got to be the greatest race ever. But I think an LA+1 is a little high. They seem pretty on par with a dwarf or human.

Nah, they're weaker than a dwarf.

They don't get a whole list of racial bonuses to skills and a weapon familiarity.

Heh, I made a penguin race once. My only major criticism is that I think you should probably give them the +8 to swim checks and ability to take 10 on swim checks available to any race with a swim speed.

I have the image of a grizzled penguin warrior, cresting the hill, followed by a legion of zombie seals.

Nostalgia alert! 2E had a race of Ferengi-like penguins called the Dohwar. They were immune to alcohol, but got drunk off sugar. They had a weapon called a Weega which was essentially a small sword attached to a helm that fitted over the upper beak (though they had prehensile digits on their flippers). A group of them was called.... get ready for it.... a cartel.

I desperately want to link an image of a Prinny here.
But I remain strong.
Neat!
I agree with Crimson_Concerto; almost anything with a Swim speed should have the +8 and the ability to take 10.
Their wings are oddly elastic and can curl to hold weapons and other object almost as easily as a hand could.
Sounds like a grapple penalty to me; they're already pretty weak though.
Their weakness to heat damage is a bit much, particularly when cold resist 5 and the +4 Con is all they've got going for them. If you do keep it, make sure to list it separately from their cold resistance.

This is a pretty cool concept, except for one thing:

...Penguinoids are extremely hearty creature of the north,...

That doesn't make sense to me. Why would penguins be from the north?

I think its a fun, tongue in cheek, idea.

I don't think you can have a 'slide' speed though. It would depend on angle & friction and I don't know what all.

I just like it.

I'll Really Really like it if you can get a picture.
