Just wondering if there is an official statement on this or if it's just subject to DM discretion. If a child is born from the union of a "half" (Half Orc, Half Elf, etc...) that exists as a race and not a template (ie; Half-Fiend) with a Tiefling, what would the resulting child be?

Would it simply be another Tiefling? Or is there an equal chance that it will simply be born a Half Orc, Half Elf, Half whatever?

Are you saying that one or both of the parents would be a tiefling?

If so, that is an interesting thought. What would happen if teiflings from diffrent species were born, such as elf and an orc?

there are fey'ri which are tieflings that are the descendants of sun elves and succubi, there's also tiefling descended from fiends and orcs, they are called tannuruk or something like that. I think they are both in Races of Faerun. If you want other races of tiefling as well, you could turn tiefling into a template and apply it to just about any race, that would be the easiest way.

Anyways you could also use fey'ri and tannuruk along with the standard tiefling to get some idea of what a half-elf, and half-orc tiefling might be like.

The offspring of a planetouched and a half elf or half orc would most likely be human with features favoring their non-outsider parent. Most planetouched on the prime are from a strong bloodline (in areas where outsiders are common) or they appear once in a couple generations among normal humans. The same goes for the half races, if they interbreed with humans their offspring will be human with the occasional elven or orc trait appearing (like slightly pointed ears, lighter frames, course or bristly hair, broad features)
