How do skill points from races interact with skill points from templates? For example, let's say I have half-dragon bugbear. The half-dragon gives me (6 + int mod) * (HD + 3) skill points. The bugbear gives me 6 * (2 + int modifier) skill points. So do I get the them added together, or do I pick the best, or what?

Also, how does this work if I was a half-dragon human? What skill points would I get then, and what would my class skills be?

Since racial hit dice depend on the creature's type, go with that. With a half-dragon template, the type is now dragon and you use the skill points for a dragon's racial hit die.

If you were human, you wouldn't have any racial hit dice. Since you don't gain racial hit dice, you only have character classes for hit dice and figure out your skill points as normal. Note that you keep the human's extra skill points and feat.

Basically, a bugbear has 3 HD (right? I don't know much about bugbears...), and is a humanoid (goblinoid). A humanoid has (2 + Int) skill points for every racial HD (of which a bugbear has three: therefore 6 * (2 + Int) skill points, because you get quadruple skill points at 1st HD).

With the half-dragon template, the bugbear's type changes to dragon (goblinoid). A dragon gets (6 + Int) skill points per HD, which comes out to 6 * (6 + Int) skill points for a half-dragon bugbear.

A human, on the other hand, has no racial HD: a human with a class level only get's the class's skill points, right? Well, a half-dragon human, while it has the dragon type, still has no racial HD, so it gains skill points as normal for any class levels that it takes.
