I have a Raptoran PC in my campaign that is advancing in Stormtalon. He has the Improved Flight feat from RotW which improves his maneuverability to Good. As per the flight rules in the DMG (p. 20?) creatures with good maneuverability can hover. Although the flight rules don't go indepth into what hovering means and allows, I would assume it allows one to stay in place and take a full round action (such as a full attack with a bow).

As the raptoran character is not Large sized, what, if any, benefit would he gain from taking the Hover feat (a possible bonus feat from Stormtalon)?

Yes. A creature that can hover can fly in place; this means that the creature does not need to spend a move action to maintain a minimum forward speed to stay aloft. So you can, indeed, take normal full round actions.

None really, unless your character had some way of increasing it's size. If there is a spellcaster in the party with Enlarge Person, Polymorph, or some similar transmutation spell, you'll probably still get some use out of Hover with a little creativity.

I think theres another feat that requires Hover, called Winged Warrior. He could gain some benefits from that if he used Hover as a prereq (I'd allow any creature with good+ maneuverablility to take it though).
