In an upcoming campaign one of my players wanted to play a Half-Dragon, but because of the campaign level he couldn't. I finally let him play a human with the Draconic Template from the Draconomicon. This campaign will raise my players by at leased 8 levels. My Question is their any method to let the player go from being a Draconic human to a Half-dragon/human?

I believe races of the dragon presented a progression for going from draconic to half dragon

Its also a very handy book for such a character

There's a couple-level progression in Races of the Dragon that allows just that.

Are there any other ways to change a character from Draconic to Half-Dragon?

you could let him take the dragon disciple class. Characters that all ready are dragon type can't take it (I'm assuming that the draconic template grants dragon type) but you could just ignore that rule.

The draconic template makes you a dragonblooded creature. For almost all intents and purposes, you count as a dragon creature. So by raw, no Dragon Deciple for your player's draconic character.

Cant you retro some of the decisions to help your player play the character he wants? Look at PHB II.

As said before, look at page 70 of RotD. There will be a box called "Variant: Draconic Racial Class".

You can go from regular to half-dragon by the savage progression available online.
