I have plans to make an anthropomorphic cat, that has a lot of melee focus. The problem is, without oppsoable thumbs, its impossible for him to do what i want him to. What im thinking of making is either a feat or a+1 enchantment to a wepaon that allows him to act as if he effectively has opposable thumbs. any ideas?

My thoughts:
a) You're making up the race. You can give them opposable thumbs. Call it a part of the anthropomorphising. You will notice most anthropomorphised critters have opposable thumbs.
b) If you don't want them to have opposable thumbs, give them claws that are worthwhile and remain worthwhile. Maybe give them a trait that allows their claws to be enchanted as weapons, or else give access to a variant of the Claws of the Ripper weapon from the Draconomicon (basically it's 2k base for a weapon that attaches to your existing claws and gives them a 4x crit multiplier.. and serves as a target for weapon enchantments. It's kind of overpriced, but then the target market is dragons so.. supply and demand...).
c) If you don't want them to have opposable thumbs (by default) and you don't want to have them be claw-based then concider a more mundane approach. Maybe some kind of locking sword grip that costs extra (something on the order of 100gp at most) and makes it a full round action to draw your weapon, reduced to move action if you have quick draw (in which case you can do it while moving if you have +1 BAB).

Requiring a feat for it basically is close to a racial trait of "you get one less feat than normal" which is pretty severe. Requiring a +1 weapon enchantment basically means no weapons until you can get 8k together, and you will always be behind by +1 enhancement so.. in either case it sounds like it needs to be a powerful race to balance those limitations.. except that making it too powerful and counting on the limitations to balance it is always a bad idea: people will just use the race strictly for monks and spellcasters.

The anthropomorphic animals in Savage Species are presumed to be humanoid and to more or less work like humans except as specifically noted otherwise - they can wield things just as well as a human can, having opposable thumbs or some equivalent.
