Shalladi

Descendants of the ancient leShay (http://www.d20srd.org/srd/epic/monsters/leshay.htm), the Shalladi usually resemble normal elves with snow-white hair. Some, however, have some supernatural quality, such as glowing eyes or voices that seem to echo even in an open plain.

These traits are in addition to the high elf traits, except where noted.

+2 Dexterity, +2 Charisma. These adjustments replace the high elf’s ability score adjustments

+2 racial bonus on saves against poison and disease

A Shalladi receives Dash (CW) as a bonus feat. This increases the Shalladi's speed by 5 feet while he wears light or no armour and carries a light load.

Spell-like abilities (Sp): at will – twinned summon weapon (CM). At 3rd level, the weapons summoned become masterwork. The character (and only the character) may perform a ritual to transform the weapons into magic weapons. This follows the process for enchanting a normal weapon, but the cost is increased by 50%, and the enchantment applies to both weapons. This does not grant the character the ability to enchant weapons if he could not already. A Shalladi with kensai levels treats the weapons as natural weapons for the kensai's weapon enhancement ability.

A Shalladi with a Charisma score of 13 or higher can also use charm person 1/day.

Caster level equals the Shalladi's character level.

Balanced Two-Weapon Fighting (Ex): When a Shalladi fights with two weapons, the penalties are reduced by –1.

Favoured Class: Sorcerer

Level Adjustment: +1

Weapon of the Mind [Racial]
You fuse the weapons of your leShay heritage with mental power
Prerequisites: Shalladi, Mind blade, Shape Mind Blade
Benefit: When you use your racial summon weapon ability, the weapons are treated as mind blades. Unlike when you split your mind blade with your Shape Mind Blade ability, the weapons' enchantment bonuses are not reduced. Due to the unique fusion of energies, the hardness of these mind blades is increased by 2.

The abilities you have don't seem to mesh well and look like they would make a very poor LA +1. I understand why you would want them to summon weapons but mechanically it isn't that impressive. The 15+ CHA to use charm person is to high, it should be 11+.

Just look at a Aaismir compared to this, it has better stat adjustment(bonuses to mental scores outweigh physicial ones) resistances to elements and a 3rd lvl SLA, along with darkvision.

I'd give them the high elf traits. Charm person 3/day. +4 dex +2 cha like you had.

Favored class soulknife

With that you might want to add a small fluff ability, it looks like a high LA 1+ but still not bad.

I've made some changes. What do you think now?

Hmm the new one looks to powerful. The ability to enchant two weapons with a
a 50% cost break and no magical prerequisite. You might want to look at ancestral weapons from the BoED, that might be what you're looking for. I'm not sure what dash is all about, I'd probably remove it. Favored class sorcerer, I'd make it soulknife just for flavor, but you know whatever floats your boat.

I'm not sure the disguise self is consistent with the image of this race. It seems like they are leaning towards two weapon fighting and possibly a gish class. Although it does open up possibilities for them to go rogue or something. But I would remove disguise self personally, thats just me, if you like it go for it, its your race.

The racial feat seems overpowered. I'd allow them to pick up ancestral weapon without meeting the prerequisites and go from there. I'd allow them to enchant both blades as if they were double weapons, so each side gets enchanted seperatly. If you go this route I wouldn't make their favorite class soulknife.

I think what you have so far is heading in the right direction. Now for the but.

LeShay are a high CR race, just because they are LeShay. Now don't you think being half of a LeShay is going to make you a little stronger than LA+1.

And this last part is just a 'me personally' thing. How many elven subraces are out there already? Don't go count them, it will take too long. There are alot though and there don't need to be more. Your also breaking the pattern of the one draw back all elves share, -2 con. There is only one other elf that breaks this chain (Its the sea elf, the only elf I like), and that no penalty to con as an elf belongs solely to the sea elf.

From what I gather they are descendants of leshay not half.

Wild elves also don't have the -2 con 8).

Aren't all elves descendant from ancient fey? Or does the rampant creationism hold sway too often.

Anyways, it's a bit odd and I suggest making this some unique humanoid fey race rather than descendant of leShay.

There is a magical prerequisite - the same as normal for enchanting a weapon. I'm not sure about the cost reduction - the leShays' weapons have identical enchantments.

I'm not sure what dash is all about, I'd probably remove it.
leShay have 40ft speed.

Meh. I considered it the most appropriate of the leShay's SLAs to give out, and it's not like they get it at first level.

I miss interpreted. But as it is there is a cost break. From what I'm reading when you enchant the weapons you count it as enchanting both, but it only cost only 50% more instead of fully enchanting both. So if you applied 1000gp to enchant one weapon it would only cost an additional 500 to enchant the other. Thats what it reads like to me.

If you really want them to be fast, look at catfolk an LA +1 with 40 base speed.

The only reason I would add charm person is because Leshay have it as a gaze attack. I wouldn't add any of their other SLA to there descendants.

I didn't want them to be as fast as the leShay.

I'll remove disguise self. I'm not sure how many uses of charm person they should get, though.

What do you think of this: instead of being able to enchant their weapons, they gain an enhancement bonus of +1 per four levels?

Let's see, whisper gnomes can use silence (centered on self) 1/day, with a feat to increase this to 3+Charisma modifier, with an extra three uses every time they take the feat.

I considered letting Shalladi use charm person a number of times equal to their Charisma modifier, but I was worried this would be too powerful, since the ability is already based on Charisma.

Once per day is fine max 3/day

Thats to powerful for an LA+1

The reason I'm not giving them soulknife as a favoured class is because it makes summon weapon redundant (without the feat), and because leShay have no psionic abilities.
