Check out Polymorph (the spell Wildshape is based on), if you lose your base extraordinary abilities when wildshaped, then you probably can't. If you don't lose anything, then shift away.

the spell only says that i cant talk(as per wildshape) and polymorph dosnt say anything about your abilities i would assume you can cast spells if your new form had a mouth capable of talling/arms/and material components accessable

so sounds like i can

i checked the erratta and nothing their either

Polymorph in the SRD says you lose the Extraordinary abilities of your old form. i don't remember what the current polymorph rules were or what the Shifting ability type is.
