My friends and I are trying to decide if the feral template should apply a larger level adjustment than a +1. I would like to see some extensive arguements for why or why not they should.

The Feral template provides two tiers of benefits; one base tier for races with zero Racial Hit Dice, and improving abilities based on number of RHD. Let's start with the base.

Benefits for a race with no RHD:

Improve NA to +6
+2 total to ability scores
+10' movement speed
2 1d8 claw attacks

Going by Savage Species guidelines, +5 NA is worth +1 LA by itself. Include the slightly unbalanced ability score adjustment and the other two benefits, and you get an LA easily higher than +1.

This is even without the improvements that come with more RHD; better HP from HD, improving Darkvison range, improving Fast Healing, and multiple useful special attacks.

However, since monsters-as-PCs are generally stunted in terms of power potential compared to LA+0 races, and combined with the fact that higher-ECL races will generally have higher NA and thus receive less benefit from that particular benefit of the template, in the end I see the Feral template to be comparatively balanced as a +2 template.

But in the end it is your game to play, so rule as you will.
