I have some questions for these two traits.

1.) What Races/Templates posses them?

2.) Is there any way to gain them if your race does not have them naturally? (Feats, Class Abilities, ex.)

no templates have either, that i know of.

only a couple races with the Powerful Build and kobolds have the Slight Build.

Powerful Build: Goliath (RoS) and Half-Giant (XPH) there are also some monsters that have the powerful build like Redcap (MM3)

Slight Build: The only one that I'm aware of is the Kobold (wotc web enhancement version).

In FR there is a Jotunbrud feat that grants you the powerful build. Monkeygrip (CW) allows characters to use weapons that are one size category larger. Improved grapple (PHB) grants you +4 bonus on grapple checks (same as the size bonus). Dragon Disciple lvl 9 (DMG) makes you one size category larger.

Natural Heaveyweight(Planar Handbook) lets you carry twice your normal carrying capacity, just like a large size creature.

Jotunbrud gives you something similar to Powerful Build, but it's more limited IIRC.

We really could use simple templates that grant powerful / slight build.

There's a Stonebones template in a Dragon "Creatures of Corruption" article that grants Powerful Build, and Str and Con bonuses but reduces speed and Dex.

In my expirience, powerful build has never existed without a +2 str.

I'd say that in order for a powerful build template to be added to a creature, they shoudl have a base str scroe of at least 18, or incorporate a +2 str bonus into the template.

if we use the previous one, where in the user must have a base of 18, then we can keep the template at ecl0 by penalising somthing directly related to combat, somthing that the powerful build template enhances.

Lets go with con, the added size of the character has made his body unbalanced, and awkward. for fluff, lets say this tempalte was added alchemically. as such a -2 con penalty is probabaly sufficent. if we need extra balancing power, throw in a -2 dex.

alternativly, we coudl state that when ever the character weilds a lager weapon, he is automatically heavily encombered. this option is nice because it prevents combat mobilitied barbairians from power attacking with their 4d6 ogre greatswords while raging.

If you dont want a prerequriste, and allow the template to have a +2 str mod. then just give them a -2 cond and dex with the encumberance all in one throw it on there. You';ll have huge slow moving tanks, who can't rage. saving this twink for fighters, mostly for balance purposes.

Oh if you make this template actually cost money, and last until the character recives restoration or some similar effect. then you can just keep it at a -2 con.

Sorry, my bad. It was the 3.0 version of this class or my brain is breaking apart :D
